According to the plan, action No. 129/KH-UBND aims to synchronously implement the Project "Smart Hanoi City", approved in Decision No. 750/QD-UBND dated February 13, 2026, with the general goal of making Hanoi a leading smart city in the Asia-Pacific region, bearing the unique identity of Thang Long - Hanoi, developing modernly and sustainably. In which, the smart city model is established with data as the foundation, smart operation as the main management method, contributing to solving bottlenecks and urgent issues in urban development.
Notably, Hanoi City identifies people and businesses as both service centers and entities participating in managing, operating, and exploiting the value of a smart city. The entire system will operate on the principle of taking people's satisfaction as a measure of efficiency.
Regarding specific goals, Hanoi strives to basically meet the criteria for sustainable smart cities by 2030, ranking in the top 50 smart cities in the world. The city will operate data-based governance, provide 24/7 online public services, and build a unified urban data platform, shared throughout the Capital region.
One of the key contents is to build a city-level Smart City Operations Center (IOC), connected to the grassroots-level IOC and specialized platforms. On this platform, Hanoi is gradually applying artificial intelligence to analyze, forecast and support decision-making in areas such as transportation, environment, security, planning and fire prevention and fighting.
Hanoi City orients its development according to the "multipolar - multi-center urban cluster" model, integrating digital infrastructure and data synchronously from the beginning. The entire detailed plan will be digitized 3D, integrating a geographic information system (GIS), ensuring transparency and easy access for both management agencies and investors.
For urban services, Hanoi City aims to provide 100% of full online public services, and at the same time develop the iHanoi digital citizen application as a "digital gateway" for people to access services, reflect on the scene and participate in monitoring urban activities.
The plan also emphasizes the construction of a common urban data warehouse (Urban Data Lake), connecting data from departments and sectors according to the principle of "one-time creation - shared throughout the city", considering data as a strategic asset. Data will be collected and analyzed in real time, serving operation and decision-making.
In parallel, Hanoi focuses on developing modern digital infrastructure, including 5G/6G networks, IoT systems, AI cameras, data centers and core technology platforms such as artificial intelligence, big data, digital urban replicas (Digital Twin). These systems are designed in an open architecture, ensuring scalability and avoiding technology dependence.
Regarding resources, Hanoi City advocates flexibly combining the state budget and socialization, especially encouraging public-private partnership (PPP) models to attract investment in areas with commercialization potential such as smart transportation, smart parking lots, and environmental monitoring systems.
Notably, the plan mentions the "sandbox" mechanism, allowing testing of new technologies such as AI traffic, flood warning IoT, urban data services... before being replicated throughout the city.
Along with that, network security and personal data protection are set as a continuous requirement, with the construction of a 24/7 network security monitoring center (SOC) and a multi-layered security system for the entire smart city ecosystem.
The plan also clearly defines the role of agencies in organizing implementation. In which, Hanoi City Police is the standing agency, responsible for coordinating, integrating and protecting the urban data system. Departments, branches and local authorities are responsible for deploying tasks according to their functions, ensuring intercommunication and synchronization.
The issuance of the action plan is identified as an important step to innovate urban management methods, improve the effectiveness and efficiency of state management and the quality of service to people and businesses, creating a foundation for Hanoi City to develop rapidly and sustainably in the coming period.
