Signs of cooperation: Solid foundation from telling numbers
The 2021–2025 period recorded effective companionship between VNPT and Bac Ninh, not only in orientation but also clearly shown through specific results. All key tasks have been completed, with 4/4 tasks in Bac Ninh and 5/5 tasks in Bac Giang, creating an important foundation for the comprehensive digital transformation process.
Telecommunications - information technology infrastructure is synchronously invested, covering 100% of the area to the commune, ward, village, and hamlet level. In Bac Ninh alone, the system includes 636 mobile broadcasting stations, combined with nearly 200,000 fiber optic ports, ensuring high-speed Internet connection to each residential area. Meanwhile, in Bac Giang, 667 4G stations and dozens of 5G stations have been deployed, gradually forming a platform for new generation digital applications.
On that infrastructure platform, digital services and applications are widely deployed. More than 12,682 businesses in Bac Ninh have used electronic invoices; nearly 212,568 SmartCA digital signature subscribers and thousands of businesses apply digital solutions in management and payment, contributing to promoting the development of the digital economy in the locality.
In the social field, digital transformation also recorded clear progress. The digital health system has been deployed to many health centers and commune-level health facilities; while the transportation sector witnessed the installation of about 850 cameras in Bac Ninh and more than 800 cameras in Bac Giang, connected to a centralized monitoring system, contributing to improving management efficiency and ensuring security and order.
These figures show that digital transformation in Bac Ninh is not only limited to the scale of implementation, but has truly gone into depth, creating clear changes in management, production and social life.
Accelerate digital transformation, towards smart cities
On the foundation that has been established, the 2026–2030 period is expected to be a strong acceleration in cooperation between VNPT and Bac Ninh, with a focus shifting from "infrastructure construction" to "effective exploitation of data and digital platforms".
Digital infrastructure will continue to be invested in a modern and integrated direction, with the expansion of the new generation 5G/6G mobile network, the development of cloud computing platforms, the Internet of Things (IoT) and large-scale data connection systems. This is an important platform for deploying smart applications in management and operation.
A highlight of this phase is the construction of smart operating centers (IOCs) and shared database systems, connected to national databases. On that basis, technologies such as artificial intelligence (AI), big data (Big Data) will be widely applied, helping to improve the quality of forecasting, analysis and decision-making in state management.
Digital transformation will also strongly spread to the business sector and people's lives. E-commerce platforms, cashless payments, product traceability and supply chain management will continue to be promoted, contributing to improving the competitiveness of the local economy. At the same time, digital skills training programs and digital citizen development will gradually form a comprehensive digital society.
This orientation is associated with the goal of making Bac Ninh a centrally-run city before 2030, towards a smart city model, sustainable development and rich cultural identity.
Speaking at the signing ceremony, Comrade To Dung Thai, Chairman of the Member Council of VNPT Group, emphasized that cooperation between VNPT and Bac Ninh province needs to shift from orientation to specific actions, taking practical efficiency as a measure. The cooperation contents between Bac Ninh Provincial People's Committee and VNPT Group will be quantified, clarifying contributions to economic growth, productivity and budget. On that basis, the province clearly identifies the "problem" and VNPT focuses resources and technology to deploy and create specific results.
Comrade To Dung Thai affirmed that VNPT Group is committed to accompanying Bac Ninh in building digital infrastructure, developing science and technology, innovation and comprehensive digital transformation in all aspects of the province's operations. The solutions designed and provided in Bac Ninh province will be consistent with the development orientation of the Government; compatible with national systems but still meeting the specific conditions of the province.
Speaking at the signing ceremony, Comrade Nguyen Hong Thai, Secretary of Bac Ninh Provincial Party Committee, emphasized 3 key orientations of the province in the coming period, including: Promoting economic growth, improving innovation capacity and strengthening the effectiveness of state governance.
Regarding growth, Bac Ninh sets a goal to maintain a double-digit level, in the period 2026 - 2031 striving for an average of about 10.5%/year; in 2026 alone, reaching 12.5-13%. The province is reviewing each sector to prioritize resources for industries that make a large contribution to growth. Regarding governance, the province focuses on completing the apparatus, improving the service quality of the government, meeting development requirements in the context of rapidly increasing population and area size, and high proportion of foreign workers and experts.
Regarding cooperation with VNPT, Comrade Nguyen Hong Thai proposed to concretize the signed content with programs and projects with clear products and targets, ensuring practical efficiency, in which priority is given to cooperation in developing digital infrastructure, deploying 5G, building a platform to support businesses, promoting the startup ecosystem, digital transformation of grassroots government and online public services. Comrade Nguyen Hong Thai also expressed his belief that the signing will open a new phase of cooperation, contributing to promoting socio-economic development of Bac Ninh province and enhancing the position of businesses in the national digital transformation process.
