According to the Decision, the Coordinating Council is chaired by the Chairman of the Provincial People's Committee; the Vice Chairman of the Provincial People's Committee in charge of urban development is the Standing Vice Chairman; the Director of the Department of Construction is the Vice Chairman of the Council. Council members include leaders of departments, agencies, branches, and related units.
The Coordinating Council operates under a part-time regime, responsible to the Provincial People's Committee for organizing the implementation of smart city development tasks in the area.
Regarding functions and tasks, the Council is responsible for advising the Provincial People's Committee on the implementation of tasks according to the provisions of Decree No. 269/2025/ND-CP and related legal documents; coordinating with agencies and units in implementing tasks on science and technology development, innovation, digital transformation and Project 06.
At the same time, organize the implementation of tasks, solutions, and smart city development projects; urge, inspect, and supervise progress; promptly propose solutions to remove difficulties and obstacles in the implementation process.
Previously, on October 14, 2025, the Government issued Decree No. 269/2025/ND-CP regulating the development of smart cities, laying a comprehensive legal foundation for the planning, construction and operation of cities, areas and projects applying smart technology in Vietnam.
According to a report by the Bac Ninh Provincial Department of Construction, in the period 2021-2025, the whole province has selected investors and implemented 145 urban area, residential area and commercial housing projects, and 43 social housing projects.
In which, there are many new urban areas with large scale, modern architecture, gradually forming commercial and service centers, towards the goal of building Bac Ninh into a type I urban area and a centrally-run city.
