On March 7, the Hanoi Institute of Construction Planning and the consulting consortium reported on the progress and content of research to develop the master plan of Hanoi Capital with a 100-year vision.
According to Mr. Luu Quang Huy - Director of the Hanoi Institute of Construction Planning, immediately after the city approved the planning task, the units urgently deployed and worked throughout the Binh Ngo Lunar New Year 2026 to ensure progress.
By the end of March 6, 1 ministry, 17 departments, agencies, and 60 wards and communes had provided data and documents for the consulting consortium to serve research. It is expected that at the beginning of next week, the consulting unit will complete the initial products and send them to departments, agencies, and localities for comments.
Mr. Huy said that the research products all comply with the 2024 Law on Urban and Rural Planning and the 2025 Planning Law, in order to ensure that after the Hanoi Capital Master Plan is approved, lower-level plans can be implemented smoothly and without problems.
According to the plan, the Hanoi Institute of Construction Planning will send QR codes for units, departments, and branches to look up and study documents within a maximum of 10 days. The opinion gathering in wards and communes is expected to last a maximum of 20 days. During this time, the consulting group will continue to complete the content of the project.
In the next phase, the consulting consortium will organize seminars and workshops with the participation of experts and scientists; and at the same time receive comments from representatives of localities in the Capital Region.
It is expected that the master plan of Hanoi Capital with a 100-year vision will be completed for approval on March 30.

At the working session, leaders of the Hanoi Institute for Socio-Economic Development Research and international consulting units also reported on the contents of work that have been implemented according to assigned tasks, and at the same time proposed a number of issues that need further in-depth research.
Mr. Nguyen Trong Ky Anh - Director of Hanoi Department of Planning and Architecture, representative of the investor - highly appreciated the coordination between consulting units in the past time; and at the same time said that there is a basis to complete the product and report to competent authorities for consideration and approval at the end of March or early April.
Speaking at the working session, Standing Vice Chairman of Hanoi City People's Committee Duong Duc Tuan acknowledged the research results of consulting units. However, he said that the research volume of the project is very large, related to many specialized fields, requiring further quantification of the contents to ensure systematicality when implemented.
Leaders of Hanoi City People's Committee emphasized important progress milestones, including completing the product on March 30 and finalizing the drawing documents before April 15. These milestones need to be synchronized with the process of perfecting the capital's development institution in the new phase, including the Politburo's Resolution replacing Resolution No. 15-NQ/TW (May 5, 2022) on the direction of capital development and the revised Capital Law.
According to Mr. Duong Duc Tuan, the Hanoi Capital Master Plan with a 100-year vision must reflect strategic orientations, overall development frameworks, as a basis for the lower-level planning system. The implementation needs to comply with the 2025 Planning Law and the 2024 Urban and Rural Planning Law, and clearly stipulate the mechanism for organizing the implementation of subsequent plans.
