Hanoi removes policy "bottlenecks" to promote key projects

Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son emphasized that the city is focusing on working with departments, agencies and sectors to remove difficulties, especially focusing on solving "bottlenecks" in mechanisms and policies. The goal is to speed up the project's completion, contributing to reducing traffic congestion and improving the quality of the living environment.

Progress of 6/15 contents is behind schedule

On December 11, continuing the 20th session, the Hanoi People's Council questioned and answered questions on a number of social issues of concern.

Opening the question-and-answer session, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son presented a summary report on the implementation results of Resolution No. 32/NQ-HDND dated July 4, 2024 of the City People's Council on the question-and-answer activities at the 17th session; the implementation results of the resolution contents and the question-and-answer conclusions of the 16th City People's Council.

Standing Vice Chairman of the City People's Committee Le Hong Son said that at the 17th session, the City People's Council requested the City People's Committee and the Chairman of the City People's Committee to direct the resolution of 31 contents, including 16 contents to be implemented regularly and 15 contents with a deadline for resolution (12 contents to be resolved in 2024 and 3 contents to be resolved in 2025).

Regarding the contents with a deadline for settlement, the City People's Committee, relevant departments, branches and units have completed 4/15 contents with a deadline for settlement in 2024, accepted the proposal of the departments and branches to temporarily suspend the implementation of 2/15 contents (waiting for instructions from the Central Government); are continuing to implement 9/15 contents. Of which, the progress of 6/15 contents is still behind the committed deadline.

Since the beginning of the term, the City People's Council has questioned and requested completion deadlines for 67 contents, including areas from accelerating key public investment projects of the city, off-budget projects that are meaningful in promoting regional socio-economic development, serving people's needs to State management work of city agencies in all fields.

Analyzing the difficulties, Mr. Le Hong Son said that up to now, the City People's Committee together with departments, branches, sectors, People's Committees of districts, towns and related units have focused on completing 30/67 questioning contents (accounting for 44.8%), 37 contents (accounting for 55.2%) have been partially completed or are being continued to be directed by the City People's Committee for implementation.

The City People's Committee, together with relevant departments, branches, and agencies, focused on removing difficulties and obstacles, especially "bottlenecks" in mechanisms and policies to promote the completion, partial completion, and eventual completion of the entire project, contributing to reducing traffic congestion and improving the living environment.

Questioning many hot issues

At the question and answer session of the 20th meeting, delegates questioned the city's functional units about solutions to remove difficulties in implementing the Ring Road 1 Project, Hoang Cau - Voi Phuc section.

Regarding the delegate's question, Mr. Dong Phuoc An - Director of the Hanoi City Civil Works Management Board said that the progress of the Ring Road 1 construction investment project has not met the requirements. The project is expected to be completed in 2024, however, there are many difficulties in the process of implementing the project's site clearance.

According to the latest plan, site clearance in Ba Dinh district will be completed in the first quarter of 2025, and in Dong Da district in the second quarter of 2025.

Regarding the delegate's question about the progress of the Southern axis road project in the old Ha Tay province, Director of the Department of Transport Nguyen Phi Thuong said that according to the general progress in documents related to the project, the City People's Committee has directed that the project must be completed in 2025.

Regarding the project implementation status, the units have completed construction and put into operation 18.5km, the remaining 23km, of which 14km is in Ung Hoa district and 9km is in Phu Xuyen district.

Regarding the site clearance, out of 23km, 20km have been cleared; currently 3km remains mainly in Ung Hoa district, the main problem is related to 23 resettled households. The district People's Committee has committed to completing it in the second quarter of 2025.

To resolve common problems of transitional projects, the Government will report to the National Assembly for comprehensive solutions.
