Hanoi - The City People's Committee has drastically directed supervision work to minimize the situation of redoing and excavating many times on sidewalks.

On July 10, Hanoi City People's Committee held a meeting to inform about the socio-economic development situation in the first 6 months of the year and key tasks for the last 6 months of 2026 for the city.

At the press conference of the City People's Committee, reporters reflected on the situation of digging sidewalks to construct underground power and water lines; there was even a situation of cutting sidewalks to arrange green trees.

Discussing this issue, Mr. Truong Hai Long - Deputy Director of Hanoi Department of Construction said that in the past time, the city has been synchronously implementing many urban embellishment programs, including the renovation of underground technical infrastructure systems such as electricity, telecommunications, water supply, and drainage.

The construction process of these infrastructure projects has directly affected some sidewalks and affected the progress as well as the completion of embellishment work.

Mr. Long said that along with decentralizing and delegating power to the People's Committees of communes and wards in the management, maintenance, and maintenance of urban traffic infrastructure, the City People's Committee has directed that when formulating investment policies for sidewalk renovation and embellishment projects, it is necessary to fully study the conditions to ensure the synchronicity of technical infrastructure.

In which, it is necessary to consider the overall underground infrastructure system, water supply, drainage, electricity, lighting, green trees, electrical cabinets and the renovation of facades of architectural works along the street to ensure stability and minimize the need to dig after the project is completed.

According to the Deputy Director of the Department of Construction, currently, the system of legal regulations on construction investment management, sidewalk design and related technical standards and regulations is basically complete. The Ministry of Construction has issued a system of standards and regulations as a basis for localities to implement.

On that basis, investors and People's Committees of communes and wards when implementing sidewalk renovation and embellishment projects must direct consulting units to fully implement the survey and design dossier preparation process in accordance with the provisions of the Construction Law and government decrees. At the same time, it is necessary to study and apply appropriate current standards and regulations to choose design solutions and types of materials suitable to the embellishment needs as well as the actual conditions of each street.

The full implementation of these regulations will contribute to limiting the situation where sidewalks that have just been completed have to be dug up to adjust infrastructure or redesign; thereby improving the lifespan of the project, reducing maintenance costs and using budget resources effectively" - Mr. Truong Hai Long emphasized.

According to Mr. Truong Hai Long, the City People's Committee has drastically directed quality management and strengthened supervision of the construction process to minimize the situation of redoing and excavating many times on sidewalks.

In the coming time, after underground technical infrastructure projects are synchronously implemented and completed, the city will continue to embellish streets in a synchronous direction, ensuring the quality of works, urban aesthetics and environmental sanitation, contributing to improving investment efficiency and the quality of the capital's urban space.
