Hanoi - The City People's Committee has proposed to withdraw the resolution on management and exploitation of roadways and sidewalks from the session program for further study.

On the morning of July 10, the Standing Committee of the Hanoi City People's Council held a meeting to inform about the regular mid-year meeting in 2026.

At the meeting, Lao Dong Newspaper reporters asked about the roadmap for managing and leasing roadways and sidewalks to develop urban economy and night economy.

Answering reporters' questions, Head of the Urban Committee of Hanoi City People's Council Tran Hop Dung said that the City People's Committee has proposed to withdraw the resolution on management and exploitation of roadways and sidewalks from the session program for further study.

According to Mr. Dung, sidewalk exploitation must be placed in the overall urban planning. "The main function of roadways and sidewalks is to serve traffic and pedestrians; only areas that meet the conditions are considered for business organization. If rushing to allow business in many places, it may bring local economic benefits, but overall it will not ensure the requirements of urban management" - Mr. Dung said.

Mr. Dung also added that this content will be studied in conjunction with the process of concretizing zoning plans, detailed plans, and at the same time considering the development orientation of underground space, night economy, low-emission zones and new business models, ensuring harmony between economic development, urban order, food safety and people's rights.

Regarding the content of questions at the next session, the Head of the Urban Committee of the City People's Council said that the Standing Committee of the City People's Council has selected the topic of urban flooding and drainage.

According to him, flooding not only affects traffic but also impacts the environment, food safety and hygiene, and the quality of life of people.

He assessed that in the past time, Hanoi has made many efforts in handling flooded points. The recent rain shows that water has basically been drained faster than before.

However, the city cannot be satisfied with the achieved results but needs to continue to review and question to improve investment efficiency, especially for public investment projects in drainage infrastructure. "The content of this question is also related to the implementation of lower-level plans, including drainage plans, in order to continue to remove bottlenecks in urban development" - Mr. Dung said.

Expected to add 873 land acquisition projects

At the next session, the City People's Council will consider a resolution adjusting and supplementing the list of works and projects for land recovery to implement socio-economic development projects for national and public interests.

At the meeting, Mr. Vu Ngoc Anh - Deputy Head of the Economic - Budget Committee of the Hanoi People's Council - said that the city plans to add 873 land acquisition projects with a total area of about 11,500 ha. Of which, there are 259 transitional projects, an area of about 3,700 ha and 614 newly registered projects, an area of about 7,792ha.

The projects proposed for land recovery focus on four groups of fields.

The first group is traffic infrastructure and regional connectivity projects.

The second group includes education, culture, health and social infrastructure.

The third group is industrial, urban and social housing development.

The remaining group is projects to create land funds for auctioning land use rights and building resettlement areas.

According to Mr. Vu Ngoc Anh, the addition of the land recovery list aims to effectively exploit land resources, create revenue for development investment and promote key projects of the city.

Projects are distributed in many communes and wards, including public investment projects, non-budget projects and land use right auction projects.

However, through preliminary review, some localities still need to continue to compare to ensure compliance with the allocated land use targets.

Representatives of the Economic - Budget Committee said that people need to pay special attention to regional transport projects, schools, hospitals, resettlement and essential social infrastructure, because these are projects that directly improve the quality of life and create long-term development momentum for the Capital.

He also affirmed that the City People's Council will consider each project on the basis of ensuring compliance with the provisions of the Land Law, carefully assessing the necessity, feasibility, efficiency of land use and ensuring the legitimate rights and interests of people whose land is recovered.

According to him, the number of projects submitted to the People's Council may still be adjusted during the appraisal process before being approved in accordance with the law.

The 5th session of the 17th Hanoi City People's Council is expected to take place from July 14 to 16, and will consider many resolutions and important contents.

It is expected that the session will spend 1 day on questioning and answering questions about issues that voters and delegates are interested in.
