On the morning of June 27, the 24th session (special session) of the 16th Hanoi People's Council, term 2021 - 2026, officially opened to review and decide on a number of important contents under its authority.
Speaking at the opening of the session, Chairman of the City People's Council Nguyen Ngoc Tuan said that this session was held according to the provisions of the Law on Organization of Local Government, to review and decide on a number of important contents under his authority.
This is also a special session, taking place at a meaningful time, when there are only a few days left, Hanoi City and the whole country will officially switch to the 2-level local government model from July 1, 2025.
"The session has many important contents approved to serve the 2-level local government model," Mr. Nguyen Ngoc Tuan emphasized.
Accordingly, this thematic session consists of 11 contents, focusing on two main groups of issues: The City People's Council will consider and decide on the contents to promptly operate the 2-level local government model from July 1, 2025.
The Chairman of the City People's Council said that in recent times, the city and the whole country have been focusing on preparing for model transformation. The City Party Committee, People's Council, People's Committee and the entire political system have taken drastic and serious action in reorganizing the apparatus, preparing the necessary conditions to operate the new apparatus in communes and wards on schedule.
The Standing Committee of the City Party Committee has issued decisions to establish a Party Committee, appoint the Executive Committee, Standing Committee, and the positions of Secretary and Deputy Secretary of the Party Committee; The Standing Committee of the City People's Council has also issued resolutions to appoint delegates, the positions of Chairman, Vice Chairman, and Head of the People's Council; Chairman and Vice Chairman of the People's Committees of new communes and wards. It is expected that all of these personnel decisions will be announced synchronously on June 30 nationwide.
At the meeting, the City People's Council also considered and approved important resolutions such as: adjusting socio-economic decentralization, revenue sources, expenditure tasks; adjusting budget estimates, public investment plans; decentralizing the management and use of public assets in the context of operating the new model.
In the second group of contents, the City People's Council will consider adjusting and supplementing the list of land acquisition projects; approving investment policies for two key projects on transportation and environment including: Land acquisition project, compensation, resettlement support, site clearance for the road connecting Gia Binh airport to the center of Hanoi; and environmental improvement project, waste incineration and power generation under the form of public-private partnership (PPP) in Soc Son district.
The meeting will also consider the 2024 budget settlement; continue to support fees for providing judicial records information via electronic identification and authentication (VNeID) applications...
These are urgent contents, to ensure the smooth and efficient operation of the local government apparatus at both levels, without interruption in handling work, contributing to maintaining growth momentum, socio-economic development and best serving people and businesses.
In response to important contents that have a profound impact on the development of the Capital, Chairman of the City People's Council Nguyen Ngoc Tuan suggested that the City People's Council delegates uphold their sense of responsibility, focus on research and discuss carefully, contribute enthusiastic, quality, and frank opinions so that the session can reach high consensus and successfully resolve the contents according to the proposed program.
