On March 11, the Hanoi Department of Construction said it had coordinated with a number of related units to inspect the current status of management and maintenance of the tree system on a number of streets such as Thang Long Avenue, Vo Van Kiet, Vo Nguyen Giap, Hoang Sa and Truong Sa. Through inspection, the authorities recorded the situation of garbage burning on the median strip and slope, affecting the growth and development of the green tree and grass system.
On some roads, after cutting grass, waste has not been transported to the collection point, causing loss of urban beauty and potential risk of fire and explosion, and unsafety in traffic corridors.
According to the Hanoi City Center for Technical Infrastructure Management, on some streets, shade trees have died, support stakes have been blown off, and steel belts have been tightly planted on the trunk. Some areas are often littered with garbage, causing environmental dis pollution. The care of bushes, green areas, and grass on some streets has not been guaranteed in quality, the pruning work has not been timely, affecting the urban beauty.
The Hanoi Department of Construction requests the People's Committees of districts, towns, project management boards and investors in urban areas, tourist areas, and industrial parks to strengthen inspection and supervision of maintenance and care of grass, trees, and environmental sanitation in the area.
For items of trees that have not been handed over according to decentralization, it is necessary to continue to care for, plant additional trees, and replace dead shade trees. At the same time, overcome the situation of damaged, rotten, loose steel rings or tight steel belts that do not meet technical requirements for stable growth of crops.
Units are responsible for ensuring environmental sanitation, collecting waste and construction waste dumped on the median strip and traffic islands so as not to damage the urban beauty.
For cases of dead or broken trees due to storm No. 3 (storm Yagi), it is necessary to urgently reclaim, plant additional and replace them; at the same time, strengthen pruning work to ensure landscape and urban safety.
Authorities need to proactively review the technical process of planting and caring for trees; assess the capacity of tree planting contractors; check tree quality standards before planting... to determine the responsibility of relevant organizations and individuals in case the trees die or fall, causing waste of investment resources.
