This morning (October 4), the Hanoi People's Committee held a groundbreaking ceremony for the underpass construction investment project at the Co Linh intersection (Long Bien ward) to celebrate the 71st anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2025).
This is one of the city's 8 investment projects started on this occasion, playing a key role in solving traffic congestion at the eastern gateway intersection of the capital, while contributing to the completion of the Ring Road 2 system according to the plan.
The starting point of the underpass connecting to the Vinh Tuy Bridge project, phase 2, is about 400m from the intersection with Co Linh Street. The end point connects with the existing Dam Quang Trung road, about 1,000m from the intersection with Co Linh road.
The underpass is designed in the direction of Vinh Tuy Bridge to National Highway 5, the tunnel heart coincides with the existing Dam Quang Trung road. The total length of the tunnel is about 600m (of which the length of the closed tunnel is 100m); the tunnel cross-section is 27.1m wide, with 6 lanes (each side has 3 lanes).
At the same time, the road surface on both sides will be expanded to the maximum, the roads around the intersection will combine the construction of technical infrastructure, trees, traffic lights, painting and organizing the overall traffic of the intersection, ensuring safety and urban aesthetics. The total investment of the project is more than 747 billion VND, from the Hanoi city budget, the contract implementation period is 26 months.

Speaking at the groundbreaking ceremony, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that the elevated Ring Road 2 section from Nga Tu So to Vinh Tuy Bridge has been put into operation since January 2023; Vinh Tuy Bridge Phase 2 was completed and put into use since September 2023.
Therefore, the traffic volume concentrated at Co Linh intersection is very large, leading to frequent traffic congestion, especially during rush hour. Therefore, investing in the construction of an underpass at Co Linh intersection, combining sidewalk cuts, adjusting the median strip to widen lanes, and reorganizing traffic at the intersection is extremely necessary and urgent.
The project to invest in the construction of an underpass at the Co Linh intersection is one of three underpass projects that the city has decided to invest in to solve traffic congestion at some intersections with high traffic density (along with the project to invest in the construction of an underpass at the intersection of the Tay Thang Long - Ring Road 3 and the project to invest in the construction of an underpass at the intersection of Me Tri - Duong Dinh Nghe - Ring Road 3 which will start construction in 2026.
According to Mr. Duong Duc Tuan, the city has identified the construction of the underpass at the Co Linh intersection as a key political task. Therefore, immediately after the groundbreaking ceremony, departments, branches, and local authorities need to be proactive, proactive, and closely coordinate with investors in the project implementation process.
