On January 27, at the thematic session (the 31st session), with a majority of delegates voting in favor, the Hanoi City People's Council approved the preliminary investment policy for the National Highway 1A spatial axis project associated with urban embellishment and reconstruction in the form of public-private partnership (PPP), Construction - Transfer (BT) contract type.
Investment objective: Building a modern road that fully meets technical requirements in current standards, meeting future traffic needs between the central area of Hanoi city and major cities (Ocean Park, Trump Organization, Olympic Urban Area, Phu Xuyen Urban City,...), as well as connecting Hanoi Capital with southern provinces conveniently, contributing to urban restructuring along National Highway 1A and promoting socio-economic development of the investment project area passing through.
The project implementation location passes through 21 communes and wards including: Van Mieu - Quoc Tu Giam Ward, Cua Nam, Hai Ba Trung, Kim Lien, Bach Mai, Phuong Liet, Tuong Mai, Dinh Cong, Hoang Mai, Hoang Liet, Yen So and Dai Thanh, Thanh Tri, Ngoc Hoi, Thuong Tin, Hong Van, Thuong Phuc, Chuong Duong, Phu Xuyen, Chuyen My, Dai Xuyen communes.
Regarding scale, the total length of the route is about 36.3km, cross-section B=90m (continuing to review and complete when preparing the Pre-feasibility Study Report, deciding on investment policy and officially determining when the project is submitted for appraisal and approval according to regulations).

Expected type of project contract: Construction contract - Transfer, payment by land fund and other forms according to regulations.

According to the Hanoi People's Committee, the National Highway 1A spatial axis project associated with urban renovation and reconstruction needs to be implemented to ensure connection and synchronization with the progress of the Olympic sports urban area project, in which the Trong Dong Stadium project will be completed and put into operation in 2028.
