Mobilizing over 5,250 cadres to work at the Party Committees of 126 communes and wards
According to Deputy Head of the Hanoi Party Committee's Organization Committee Nguyen Hong Nhat, after 2 months of operating the 2-level local government model in Hanoi, many positive results have been achieved, creating a foundation for synchronous and effective implementation, stable and smooth operation.
Regarding the organization of the apparatus, Hanoi City quickly established and stabilized the organization of the apparatus of 126 new communes and wards; 126/126 Party Committees of communes and wards have successfully organized the Congress for the 2025-2030 term.
The Standing Committee of the City Party Committee has decided to transfer a total of 5,258 cadres, civil servants, and public employees of the Party and mass organizations of the city to work at the Party Committees of 126 communes and wards.
In addition, a Decision was issued on the temporary assignment of the 2025 administrative and career plan targets of agencies, administrative organizations, public service units and People's Committees of communes and wards to 9,622 positions, of which 3,280 district-level civil servants were transferred to the commune level and 6,342 commune-level cadres and civil servants were transferred to communes. At the same time, policies were resolved for 4,294 cases.
The dissemination and propaganda work has been carried out synchronously and methodically, creating high consensus among cadres, party members, and people through conferences and digital media channels, contributing to raising awareness of the new model. Personnel work has been carried out methodically, ensuring conditions, standards and closely following the instructions and orientations of the Central Government.
The legal framework is fully and promptly built, supporting the operation of the 2-level local government model. The establishment and arrangement of the Party organization, People's Council, People's Committee, and Fatherland Front was carried out quickly, ensuring uninterrupted administrative activities.
The implementation of socio-economic development, national defense and security tasks is focused on, ensuring budget collection and expenditure in the area. Cultural activities and social security are organized effectively, creating consensus among the people.
Political security is maintained, local defense and military work is maintained stably, ensuring safety for important political events.
Decentralization and delegation work has been promoted, especially in the implementation of socio-economic development tasks, handling administrative procedures for people and businesses, ensuring the new apparatus operates stably and smoothly.
Regarding ensuring the conditions for facilities, means, and working equipment, and handling redundant headquarters, 100% of communes and wards have stable working headquarters, adequate equipment to serve cadres and civil servants, and complete the handover of documents and records after the arrangement.
Continue to improve the mechanism, focus on training grassroots cadres
Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh assessed that after 2 months of implementing the two-level local government model, the capital's socio-economic development has been stable.
Through practical implementation, Chairman of Hanoi People's Committee Tran Sy Thanh said that the implementation process also revealed some limitations: uneven development between communes and wards; inappropriate organizational structure; the current staffing apparatus is overloaded...
From practice, it requires in addition to proactively organizing the payroll apparatus, it is necessary to hire a consulting department to objectively evaluate the organization of the apparatus and the payroll limit; promote training for cadres to solve difficulties in the issue of professional cadres.
The Chairman of the Hanoi People's Committee assigned the Public Administration Service Center to build Chatbot in the cadre system, link professional notebooks... to support grassroots cadres.
The Standing Deputy Secretary of the Hanoi Party Committee also suggested that agencies regularly closely follow and coordinate closely with the Central Government, proactively discuss and participate in the policy making process to propose general adjustments and orientations in accordance with Hanoi's reality. Only then will the new two-level local government model truly be effective and contribute to the rapid and sustainable development of the capital.
