On July 21, Vice Chairman of Hanoi People's Committee Bui Duy Cuong chaired a direct meeting combined with online meetings with departments, branches, and localities to review the progress of site clearance (GPMB), construction of bridges over the Red River and Duong River.
At the meeting, city leaders specifically directed each project, requesting units to focus on removing difficulties, accelerating progress, and ensuring the completion of projects according to set goals.
Tran Hung Dao bridge project has positive progress
According to the report of the Hanoi City Traffic Construction Investment Project Management Board, for the Tu Lien bridge project, site clearance has basically been completed, but there are still some above-ground works, underground works and technical infrastructure that have not been relocated.
The current construction progress is about 14.02%, slower than the adjusted plan.
To create conditions for contractors to organize simultaneous construction, Vice Chairman of the City People's Committee Bui Duy Cuong requested localities and related units to complete the handover of the entire clean site before July 30.
At the same time, the licensing and organization of the relocation of green trees, lighting systems, and technical infrastructure works must be completed before July 25, not allowing more bottlenecks to arise affecting the project progress.
Regarding the Ngoc Hoi bridge and approach road project at both ends of the bridge, the meeting focused on removing difficulties related to site clearance work in pier T0 area, where the border area between Hanoi and Hung Yen province is located, and also related to the Ring Road 3.5 project.
Vice Chairman of the City People's Committee Bui Duy Cuong said that Hanoi has agreed to support Hung Yen province with about 70 billion VND to carry out site clearance for the area in the province. The Vice Chairman of the City People's Committee assigned the Department of Finance to urgently complete the transfer of funds on July 23, and at the same time requested the investor and contractors to mobilize maximum manpower, equipment, and organize scientific construction to shorten the project implementation time by about two months compared to the plan.
Regarding the Tran Hung Dao bridge project, the units reported that the site clearance work in the national defense land area of Bo De ward has basically been completed, and is currently carrying out marker planting and site handover. The relocation of two 110kV power poles is also being implemented by Hanoi Power Corporation according to the plan and is committed to completion before August 25.
Assessing this as the project with the most positive progress among the bridges being implemented, Vice Chairman of the City People's Committee Bui Duy Cuong requested units to continue to maintain the current progress, strengthen construction quality control, and strive to complete the project in May 2027, sooner than the general objective of the projects.
For the Thuong Cat bridge project, the implementation progress has only reached about 10.62%, the lowest among ongoing projects. The main reason is that the scope and scale of the intersection in Lien Loc commune are being adjusted.
Vice Chairman of the City People's Committee Bui Duy Cuong requested the Department of Construction, the City Traffic Construction Investment Project Management Board and related units to complete all adjustment procedures in July, as a basis for organizing synchronous construction immediately after the procedures are approved.
For the two Hong Ha bridge and Me So bridge projects under the Ring Road 4 - Capital Region project, the current construction progress is about 39.5% for Hong Ha bridge and 37.25% for Me So bridge. The main difficulty currently is balancing the budget capital for 2026.
City leaders affirmed that they will ensure the allocation of capital sources in accordance with regulations as soon as the dossiers and procedures are completed; and at the same time requested BOT investors to proactively mobilize resources, increase human resources, equipment and organize continuous construction, not allowing waiting for capital to affect the project implementation progress.
Regarding the Le Chi bridge project, site clearance work still faces many difficulties when 66 households with residential land in Phu Dong commune have not agreed on compensation and support plans.
Vice Chairman of the City People's Committee Bui Duy Cuong requested local authorities to continue to strengthen propaganda, dialogue, and mobilize people to create consensus; and emphasized that for cases where procedures have been fully implemented according to regulations but still do not comply, measures must be applied according to the provisions of law to ensure the completion of clean site handover before August 15.

Where there is a problem, handle it right there.
Concluding the meeting, Vice Chairman of the City People's Committee Bui Duy Cuong requested the Department of Construction to urgently complete the progress chart according to the benchmark for each project right in July to serve as a basis for weekly progress control; and at the same time closely coordinate with the investor and contractors to review each item of work, clearly define responsibilities and completion deadlines.
Regarding dike management, the Vice Chairman of the City People's Committee assigned the Department of Agriculture and Environment to proactively coordinate with relevant units to study flexible construction permitting plans in the rainy season, ensuring absolute dike safety but still creating conditions for projects to take advantage of favorable time and accelerate construction progress.
Emphasizing the requirement for discipline and order in implementation, Vice Chairman of the City People's Committee Bui Duy Cuong requested departments, branches, localities, investors and contractors to regularly coordinate and proactively remove arising difficulties in the spirit of "where there are obstacles, handle them immediately there".
The city will organize periodic progress reviews meetings every three weeks to review implementation results, promptly direct the handling of existing contents, determined to bring bridge projects over the Red River and Duong River to the finish line on schedule, contributing to completing a synchronous and modern transport infrastructure system, creating motivation for socio-economic development of the Capital in the new period.
