On May 22, the Steering Committee for Site Clearance (GPMB) of investment projects in Hanoi city worked with relevant departments, branches, and localities to review the progress of key projects and the GPMB situation in the area.
Preparing a large-scale resettlement fund
At the working session, representatives of the Hanoi Department of Agriculture and Environment said that 4/7 bridge projects over the Red River including: Hong Ha, Me So, Van Phuc and Ngoc Hoi have completed site clearance. The Tu Lien bridge project has completed site clearance of 61.48/62.51ha, reaching about 98.4% of the volume; the Tran Hung Dao bridge project reached more than 96% of the volume.
For key traffic routes: Ring Road 1 project, Hoang Cau - Voi Phuc section, Ring Road 4 construction investment project - Hanoi Capital Region, Tam Trinh road project and traffic route project around the Chu Van An memorial area have also completed site clearance. Ring Road 2.5 project has 9 sections completed site clearance; some sections implemented under emergency orders have promptly handed over the site in May 2026. Currently, this project still has 4 sections under implementation; in which, the Dam Hong - Nguyen Trai section has 80-85% of households proactively handed over the site, Khuong Dinh Ward People's Committee strives to achieve progress before June 30.
The city has also proactively prepared a large-scale resettlement fund for people affected by land acquisition.
Accordingly, the city arranges thousands of apartments and resettlement land in Thu Lam, Dong Anh, Thien Loc communes, Thuong Cat, Linh Nam wards, Kieu Mai urban areas, Nam Trung Yen...

Accelerate construction immediately after clearing the site
Concluding, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong pointed out that there are still some units that are delayed in implementation, so it is necessary to focus on completing the remaining tasks to hand over the site.
Mr. Nguyen Trong Dong emphasized that the ultimate goal of the projects is not only to disburse public investment capital, but more importantly to soon complete the project, put it into operation and use, promote infrastructure connectivity efficiency, promote economic growth, and at the same time, create motivation to attract social investment.
Regarding specific tasks, the Standing Deputy Secretary of the City Party Committee requested 4 localities related to the Hong River overpass projects to complete the site clearance work completely before May 30.
For some key traffic routes, Mr. Nguyen Trong Dong requested departments, branches, and localities to focus on removing obstacles, urgently approve compensation plans, arrange resettlement, and complete them according to the city's schedule.
The Standing Deputy Secretary of the City Party Committee also requested the investor and contractor to accelerate construction immediately after having clean ground, avoiding the situation where land has been cleared but deployment is slow, causing waste of resources and affecting investment efficiency.
People have agreed to give up land and houses, serving common interests, so agencies, units, and localities must use the land fund effectively and soon complete works to serve socio-economic development" - Mr. Nguyen Trong Dong emphasized.
Standing Deputy Secretary of the City Party Committee noted that site clearance work is of particular importance in the implementation of strategic infrastructure projects, therefore, departments, branches, and localities need to continue to closely follow grassroots levels, proactively overcome difficulties, strengthen coordination and improve the responsibility of heads to ensure that key projects are implemented on schedule and promote investment efficiency.
