Converting to "green" means of transportation is an urgent task that needs to be implemented vigorously and urgently according to the direction of the Government, People's Council and People's Committee of Hanoi City. The State, businesses, and a alliance of banks are taking drastic measures to support people in green transformation.

City supports people in green transformation

Working with the National Assembly Working Group led by Vice Chairman of the National Assembly Le Minh Hoan on July 28, Mr. Nguyen Manh Quyen - Vice Chairman of the Hanoi People's Committee - said: Regarding solutions to implement Directive No. 20/CT-TTg of the Prime Minister on a number of urgent tasks, resolutely preventing and resolving environmental pollution, the City People's Committee has promptly submitted to the City People's Council to issue resolutions to support people in green transformation.

Hanoi City proposes that the Ministry of Construction soon issue a Circular regulating the identification signs of motor vehicles using clean energy, green energy, and environmentally friendly according to Clause 6, Article 34 of the Law on Road Traffic Order and Safety 2024.

At the same time, it is recommended that the Ministry of Construction coordinate with relevant ministries and branches to issue and apply regulations on emission standards and regulations for imported, manufactured, assembled and in circulation road motor vehicles.

The city also recommended promoting the transition to green transportation, using electricity, zero emissions; using clean, environmentally friendly fuel...

According to Mr. Dao Viet Long - Deputy Director of the Department of Construction, implementing the Government's direction, Hanoi City has developed a project to convert green means of transport to public passenger transport by bus.

The city aims to complete the conversion of 100% of buses to green vehicles by 2030. For taxis, currently, 47.3% of vehicles in the city have been converted to electric vehicles, clean vehicles, meeting the requirements.

To effectively implement Directive No. 20/CT-TTg, the city has identified this as a very urgent task. Currently, the Department of Construction is consulting on the development of 2 draft resolutions to submit to the Hanoi People's Council for approval at the September 2025 session.

Regarding the implementation of Directive No. 20/CT-TTg, we will develop a resolution including policies to support the conversion of vehicles for people in the following forms: Cash support, exemption/reduction of fees, charges; support from businesses, manufacturers, assembly of green vehicles... - Mr. Dao Viet Long informed.

Banks simultaneously support people to borrow money to pay long-term installments, low interest rates when converting to electric vehicles

On the side of businesses and banks, VinFast has recently signed a cooperation agreement with 12 banks and major financial institutions to support people in the capital to switch from gasoline vehicles to electric vehicles, with a series of unprecedented incentives. People are excited about new policies from banks.

According to the cooperation agreement, VinFast and banks will jointly build attractive loan packages and preferential financial solutions.

For customers who buy VinFast electric cars and register for a Hanoi license plate, banks will support installment loans of up to 70-80% of the car price for a maximum period of up to 8 years (according to each bank's separate policy). Customers will be supported by VinFast and the bank with an additional 3% interest rate/year compared to the normal interest rate in the first 3 years. In addition, if customers buy a car to register for service business on the Xanh SM Platform platform, the preferential interest rate support level from VinFast and the bank will be 4%/year for the first 3 years.

At the same time, drivers will be shared a fixed 90% revenue with GSM for 3 years. This promotion will be applied simultaneously with other policies of VinFast such as Strong Vietnamese spirit - For a green future for the third time (4% discount on listed price), or Gasoline - Power change with incentives up to 100 million VND.

For individual customers who buy electric motorbikes with permanent or temporary residence in Hanoi, VinFast and financial partners will bring customers the opportunity to own a vehicle immediately with 0 VND of counterpart capital. If buying a car for sale on the Green SM Platform, VinFast will immediately give customers 10% of the car price. The remaining 90% of customers can borrow to buy a car in installments for up to 3 years with a GSM guarantee. Thus, customers do not need to pay the initial counterpart but can immediately receive the vehicle for only 0 VND.

If buying an electric motorbike to serve other personal needs, customers in the capital only need to pay 10% of the vehicle price. VinFast will give customers 10%, the remaining 80% of customers can borrow in installments for up to 3 years. In particular, from July 24 to October 24, 2025, customers who buy VinFast electric motorbikes with permanent or temporary residence in Hanoi will be immediately given 100% of the registration fee.

Attractive incentives from both VinFast and banking partners will become a strong support, helping the people of the capital accelerate green transformation, soon completing the goals of Directive 20/CT-TTg and other sustainable development goals.

To facilitate people's easy transition to electric vehicles, in addition to attractive financial solutions, since July 29, 2025, VinFast and its partners have organized a series of events "Green Festival: Collecting gasoline vehicles - Upgrading to green vehicles" in Hanoi, Ho Chi Minh City and provinces across the country. Customers who are using cars and internal combustion engine motorbikes can bring their cars to events for valuation and reselling with quick and transparent procedures, while switching to electric vehicles to enjoy attractive incentives. The program is also being implemented simultaneously at VinFast official distributors nationwide.
