Hanoi is ready to operate 40 flood prevention items before the rainy season

Hanoi has basically completed 40 drainage items and 5 flood control pumping stations, gradually improving urban drainage capacity before the 2026 rainy season.

Hanoi City is accelerating the completion of a series of drainage lines, pumping stations and regulating lakes to improve urban drainage capacity before the rainy season. To date, about 40 items belonging to drainage system renovation projects and 5 flood control pumping stations have been basically completed and ready for operation.

Information from the Hanoi Department of Construction said that by the end of April 2026, about 40 items under 3 projects to renovate and improve the capacity of existing drainage systems implemented by the City Technical Infrastructure Management Center have been basically completed, ensuring technical flow and route clearance.

Pumping stations regulating lake water levels and drainage pumping stations have been supplied with electricity, tested with and without loads. Many auxiliary items and site clearance work are also basically completed, ready to participate in flood control when heavy rain occurs.

In parallel with that, 7 projects implemented by the Project Management Board for Investment and Construction of Technical and Agricultural Infrastructure are being accelerated. Many key items have met the conditions to participate in water storage and drainage, while construction sites are required to maintain operational readiness plans when heavy rain occurs.

One of the key projects is the downstream Kim Nguu route - an important link connecting drainage from the To Lich River to Yen So Pumping Station. To date, the embankment item with prestressed concrete piles has been completed 5,035/5,040 m, reaching about 99%; all 485 m of box culverts have been completed.

However, the pressure of progress is still concentrated in the mud and soil treatment stage. The actual volume has only reached more than 20,700 m3 out of a total of nearly 164,000 m3, meaning that about 150,000 m3 of soil and rock still need to be cleared. The investor and contractors are being required to increase manpower and equipment to soon clear the flow.

At Thuy Phuong Pumping Station, the items of box culverts, transferred underground culverts, culverts through dikes and discharge tanks have been basically completed. All 4 pump units and mechanical systems have been installed; the electrical system has also been connected to the substation, ensuring test operation conditions.

On the Thuy Phuong - Pham Van Dong canal route, more than 3.5 km long, the prestressed concrete piles have been completed, the box culvert system has reached about 98%; more than 2.3 km of open canals have also been completed.

Many other drainage lines are gradually being closed. The box culvert line from Hoang Minh Thao street reached about 99% of the volume, while the Vo Chi Cong line has completed the installation of box culverts to serve water replenishment for the To Lich River. The underground drilling item connecting Hoang Minh Thao - Vo Chi Cong has also been completed.

Representatives of the Hanoi Department of Construction said that the overarching goal is to put as many eligible items into operation as possible, and at the same time organize construction in a direction that does not interrupt drainage capacity during the rainy season.

In addition to the drainage system, canals and pumping stations, the city is accelerating the construction progress of 5 regulating lakes to increase water storage and regulation capacity for urban areas.

To date, more than 4 million m3 of soil out of a total volume of more than 4.33 million m3 has been excavated, reaching about 92%. The entire 10 km of embankment on the lake bank has also been completed.

At Thuy Phuong 2 regulating lake, the volume of soil excavation reached about 89%; pile pressing and some box culvert lines have been completed. The remaining culvert items reached from 88-91%.

Phu Do regulating lake has completed soil excavation according to design, pile pressing and construction of main box culverts. The culvert connecting the drainage system to the Nhue River has been completed, while the lake regulating pumping station has installed 2 pumps.

For Dong Bong 2 reservoir, more than 610,000 m3 of soil has been excavated, reaching about 99% of the volume. The pile system and culverts connecting the reservoir to the regional drainage network have also been completed.

Among the projects being implemented, Yen Nghia 1 lake is still a project facing a lot of pressure on progress. The volume of soil excavation currently reaches more than 1.04 million m3 out of a total of more than 1.28 million m3, equivalent to about 82%; there are still more than 200,000 m3 of soil that need to be further treated.

Meanwhile, Yen Nghia 2 lake has completed soil excavation and pile pressing according to the design. The culverts connecting the lake with the La Khe canal and the Dong La drainage canal have reached about 95% and 97% respectively.

Although many items have been put into service for drainage, some projects still have large construction volumes. Specifically, the downstream Kim Nguu route still has about 150,000 m3 of soil and rocks to be cleared; Yen Nghia 1 reservoir still has more than 200,000 m3 and Thuy Phuong 2 reservoir still has more than 100,000 m3 of soil to continue excavation and embankment.

Faced with the pressure of the rainy season, the Hanoi Department of Construction requests investors and contractors to mobilize maximum manpower and equipment, focusing on items that directly affect water storage and drainage capacity.

According to Plan No. 325/KH-UBND, Hanoi is implementing 6 short-term and 3 long-term solutions to overcome widespread flooding. Among them, 7 urgent project groups are expected to be completed in 2026 with a total investment of about 7,836 billion VND; 11 project groups implemented in the period 2025-2030 have a total budget of about 17,008 billion VND.

To date, all 12 emergency projects have been approved by the Hanoi People's Committee. Construction progress is regularly monitored and directly inspected at the site to promptly remove arising difficulties and obstacles.

Not only handling the immediate flooding points, Hanoi is also preparing long-term solutions for the urban drainage problem. The Department of Construction has submitted to the City People's Committee the Project on handling flooding in inner city areas in the 2026-2030 period, and at the same time implemented a plan to ensure drainage and prevent flooding in this rainy season.
