Hanoi temporarily stops installing new surveillance camera systems to ensure synchronization

Hanoi - The Department of Construction will temporarily suspend the implementation of investment items and install a new surveillance camera system under the Smart Traffic Project.

On September 3, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Document No. 4932/UBND-DMPT on the implementation of the "Overall project on management of centralized surveillance camera systems in Hanoi".

To ensure the investment in a centralized surveillance camera system is comprehensive, synchronous, and promotes long-term effectiveness, on the basis of agreeing on the proposal of the Department of Science and Technology, the Department of Construction, the Department of Finance and the Hanoi City Police at the meeting on July 15, 2025.

The Hanoi People's Committee directs the Hanoi City Police to preside over and advise the City People's Committee to establish a Steering Committee for the development of a centralized surveillance camera system in the city, responsible for directing the planning, coordination and review and approval of important technical plans; to be completed in September 2025.

Hanoi City Police presides over and coordinates with relevant units to organize an inventory and review of all existing camera systems in the city, on that basis, advise the Hanoi People's Committee on a plan to integrate the overall infrastructure, data and common technical standards and regulations. Along with that is a unified technical platform, including image data management software - VMS - integrating all data from existing systems, ensuring connectivity, operational efficiency, safety and information security.

The City Police coordinated with the Department of Science and Technology to advise the Hanoi People's Committee on regulating the connection and sharing of data from the centralized surveillance camera system; having a document to request the opinion of the Ministry of Public Security; ensuring that the implementation process is synchronous, unified and in accordance with regulations.

The Department of Construction temporarily suspends the implementation of new investment items under the Smart Traffic Project; coordinate with Hanoi City Police to review and rebuild the implementation plan, ensuring synchronization with the overall Project of the city, avoiding overlap and waste of resources.

The Department of Science and Technology will preside over reviewing and completing the draft Regulations on data management, exploitation and sharing of Hanoi City; proactively collecting expert opinions to ensure scientificity and feasibility. In particular, coordinate with the City Police to advise on the content of connecting and sharing data from the Concentrated Surveillance Camera System, ensuring compliance with current legal regulations and associated with the orientation of developing digital government and smart cities of the city; report to the Hanoi People's Committee in September 2025.

The city's departments, branches, and People's Committees of communes and wards have temporarily suspended investment and installation of new camera systems, except for specialized systems and projects that have completed bidding and are in the process of implementation; provide information on the current status of camera systems under their management (to Hanoi City Police) to serve the work of inventory, review and construction of a common platform.
