According to the report of the Hanoi People's Committee, Ngoc Hoi Bridge project on Ring Road 3.5, with a preliminary total investment of more than 11,844 billion dong. The project's capital source includes the central budget and the city budget. The project belongs to Group A, expected to be implemented in the period of 2025–2028.
According to the submission, the project implementation location is spread across Thanh Tri, Gia Lam districts (Hanoi) and Van Giang district (Hung Yen province). The total length of the route is about 7.5km, of which the section through Hanoi is 5.4km long and the section through Hung Yen is 2.1km long.
The starting point of the project is at Km0+00 connecting with the end point of the Ring Road 3.5 section Phuc La - Van Phu to Phap Van - Cau Gie Expressway, about 360m from the expressway towards the Huu Hong dike (in Thanh Tri district, Hanoi). The end point is at Km7+500, connecting with Ring Road 3.5, about 700m from Ta Hong dyke towards Hanoi - Hai Phong expressway (in Van Giang district, Hung Yen province).
The investment scale includes the cross-section of the route (including bridges and parallel roads on both sides) from 60m to 80m wide. Of which, the main bridge across the Red River is about 680m long.
The Ring Road 3.5 route has now been invested in about 9.5km (from Thang Long Avenue to the southern axis) and is under construction for an additional 5.5km (from National Highway 32 to Thang Long Avenue). Hanoi City is preparing a project for 5 other sections with a total length of about 25.1km.
The investment in the construction of Ngoc Hoi Bridge will complete the Ring Road 3.5, directly connecting Hanoi with Hung Yen and important traffic routes such as Me Linh urban axis, Tay Thang Long, National Highway 32, Thang Long Avenue, Le Van Luong, National Highway 6, National Highway 1A and Phap Van - Cau Gie Expressway. Thereby, the project hopes to share traffic volume, reduce congestion on inner-city routes and gateways of the capital.
When Ngoc Hoi Bridge is completed, it will promote the connection between Hanoi and new urban areas such as Ecopark, Dai An, Dream City..., while creating momentum for socio-economic development for the southern area of Hanoi, as well as the southern and southeastern provinces of the Capital Region such as Hung Yen, Ha Nam, Bac Ninh.
