The Government has opinions on building Ngoc Hoi bridge connecting Hanoi - Hung Yen

The Deputy Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate the study of the proposal of the Hanoi People's Committee on the construction of Ngoc Hoi bridge connecting Hanoi with Hung Yen.

On February 26, according to the Government's Electronic Information Portal, Central Party Committee member and Deputy Prime Minister Tran Hong Ha just gave his opinion on the proposal of the Hanoi People's Committee to submit to the Prime Minister on assigning the governing body to implement the Ngoc Hoi Bridge Construction Investment Project and the approach roads at both ends of the bridge connecting Hanoi City and Hung Yen Province.

After reviewing the opinion of the Hanoi People's Committee, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance and relevant agencies to synthesize and study the proposal of the Hanoi People's Committee, and report to competent authorities for consideration and decision before February 28, 2025.

In a document sent to the Prime Minister in early February 2025, the Hanoi People's Committee proposed that the Prime Minister decide to assign the Hanoi People's Committee as the managing agency to implement the Ngoc Hoi Bridge Construction Investment Project and the approach roads at both ends of the bridge according to the provisions of the Law on Public Investment dated November 29, 2024.

The Hanoi People's Committee also proposed that the Prime Minister approve the policy of allocating the central budget to support at least 50% of the total investment of the main bridge and the bridgehead road construction component project in the overall investment project to build Ngoc Hoi bridge and the approach roads at both ends of the bridge.

Along with the central budget, Hanoi City and Hung Yen Province will be responsible for allocating local budgets to implement compensation, support, and resettlement; investing in the construction of parallel roads and the remaining part of the main bridge and two bridgehead roads investment component project.

The Ngoc Hoi bridge investment project and the approach roads at both ends of the bridge have a starting point in Thanh Tri district, Hanoi (Km0+00), connecting with the end point of the Ring Road 3.5 project from Phuc La, Van Phu to Phap Van - Cau Gie expressway, about 360 m from the expressway towards Huu Hong dike;

The end point is in Van Giang district, Hung Yen province (Km7+500), connecting with Ring Road 3.5 in Van Giang district, Hung Yen province, 700m from the Ta Hong dike towards the Hanoi - Hai Phong expressway.

The total length of the project's research scope is about 7.5km, of which the length of the route on the Hanoi side is about 5.4km; on the Hung Yen side is about 2.1km. The length of the main bridge over the Red River and the approach bridge is 7.2km long, 33m wide; the approach road on the Hung Yen side is about 300m, 60m wide.

According to preliminary calculations, the total investment of the project is estimated at 11,844 billion VND from the local and central budgets; the implementation period is from 2025 to 2030.

This project is divided into 6 component projects, of which Component Project 3 invests in the construction of Ngoc Hoi Bridge and the approach roads at both ends of the bridge with a total investment of nearly VND 10,200 billion.
