Implementing the direction of the Party and State leaders to promptly start the above investment projects, contributing to promoting socio-economic development with a growth target of over 8%, Chairman of the Hanoi People's Committee Tran Sy Thanh requested the city's departments, branches and sectors to proactively and flexibly implement procedures according to their assigned functions and tasks, ensuring sufficient conditions to start the investment project to build Tu Lien Bridge and the approach roads at both ends of the bridge from the intersection with Nghi Tam Street to the intersection with Truong Sa Street on the occasion of May 19, 2025. At the same time, start early investment projects to build Tran Hung Dao bridge, build Ngoc Hoi bridge and access roads at both ends of the bridge.

The Chairman of the City People's Committee assigned the Department of Construction to preside over and work with the City Traffic Construction Investment Project Management Board to urgently inspect and review project implementation work, develop a specific implementation plan for the work, submit to the City People's Committee for approval as a basis for implementation, and complete before March 20.
Regarding the route location, route plan, red line boundary of the bridge and approach road on the Nghi Tam side, the Department of Planning and Architecture, the Institute of Construction Planning, the City Traffic Construction Investment Project Management Board are requested to coordinate with the People's Committees of relevant districts and towns to urgently coordinate, complete documents, submit for appraisal and approval before March 20.
Regarding the establishment of an interdisciplinary working group to appraise the project, the Department of Construction was assigned to preside over the consultation with the City People's Committee before March 18. Regarding the appraisal of documents in the selection of contractors, it must be completed before March 28.
Regarding the arrangement of resettlement land, the Department of Planning and Architecture urgently coordinated and instructed the People's Committee of Dong Anh district to specifically determine the location of cleared land to serve resettlement for investment projects.
Regarding the implementation of component projects for site clearance and resettlement, the People's Committees of Tay Ho, Long Bien, and Dong Anh districts urgently organize the implementation of procedures for land acquisition, site clearance compensation, and project appraisal and approval to ensure the progress of project implementation and construction.
Tran Hung Dao Bridge Construction Investment Project
The Chairman of the City People's Committee assigned the People's Committees of Hoan Kiem, Hai Ba Trung, and Long Bien districts to urgently organize the implementation of site clearance, prepare, submit for appraisal, and approve component projects to ensure eligibility to start the project in the second quarter of 2025.
The City Traffic Construction Investment Project Management Board proactively develops a plan to implement work under its authority and under the direction of the City People's Committee.

Regarding the route plan and route location of investment projects, the Department of Planning and Architecture, the Institute of Construction Planning, the City Traffic Construction Investment Project Management Board coordinate with the People's Committees of Thanh Tri and Gia Lam districts to urgently coordinate, complete documents, submit for appraisal and approval of route plan and route location, to be completed in March 2025.
Assign the People's Committees of Thanh Tri and Gia Lam districts to proactively prepare the necessary conditions to be able to immediately implement procedures and conditions to implement component projects for site clearance.
Assign the Department of Finance to preside over and work with the City Traffic Construction Investment Project Management Board to proactively coordinate with units of the Government Office to report and submit to the Prime Minister to assign the Hanoi People's Committee as the managing agency to implement the project, determine public investment capital to support the target projects for Hanoi and Hung Yen province; coordinate with units of the Ministry of Finance to review and report to competent authorities for consideration of central capital support for the project.
The Department of Finance urgently completes the appraisal report of the project's Pre-Feasibility Study Report, submitting it to the City People's Council for approval of the investment policy at the March 2025 thematic session of the City People's Council.
