Voters in Trung Gia commune proposed that the Hanoi People's Committee direct functional agencies to review and inspect the lighting system on Highway 35, which has not been operating since 2008, and clarify the progress of this project.
In addition, voters also proposed to inspect and overcome the situation that the lighting system on the Hong Ky - Bac Son route is not maintained regularly, posing a potential risk of unsafety for people when participating in traffic.
Regarding this issue, the Hanoi People's Committee said that road 35 in Trung Gia commune is within the scope of 2 projects: (1) Investment in renovating and upgrading road 35 section in the middle of the route (section from Km4+469.12 to Km12+733.35) Soc Son district (before arrangement) invested by the Project Management Board and Investment and Construction of Transport Works of the City; (2) Investment in the lighting system of road 35 in Soc Son district (before arrangement) invested by the Project Management Board and Investment and Construction of technical and agricultural infrastructure works.
The project to invest in renovating and upgrading road 35, the section in the middle of the route (section from Km4+469.12 to Km12+733.35) of Soc Son district (before arrangement) invested by the City Project Management Board and Construction Investment of Transport Works faces many difficulties and obstacles in site clearance, prolonging the project implementation progress.
Therefore, the City People's Committee issued Decision No. 869/QD-UBND dated February 26, 2026 on adjusting the investor of a number of public investment projects in the city, in which transferring Trung Gia Commune People's Committee as the investor to continue implementing the project.
The City People's Committee directed the Project Management Board and Investment and Construction of technical and agricultural infrastructure works to urgently coordinate with the People's Committee of Trung Gia commune, the Project Management Board and Investment and Construction of Transport Works of the City to review 2 projects to soon install lighting systems according to voters' recommendations.
The public lighting system on the Hong Ky - Bac Son route in Trung Gia commune managed by the City, including: 2 stations (Nam Son and Hong Ky 2 landfills); length 3.68 km; capacity 17.9 kW; 104 sets of lights; is currently still operating normally and controlled through the Control Center.
Hanoi City People's Committee requests agencies and units currently assigned to manage and operate regularly, urgently inspect, review, and immediately handle and overcome incidents (if any), ensuring that the lighting system operates stably, and the operating time and regime comply with regulations.
