According to Lao Dong Newspaper reporters, the coastal road Xuan Hoi - Thach Khe - Vung Ang in Ha Tinh has seriously degraded in many locations, especially the section passing through Cam Linh commune (Cam Xuyen district) and Ky Bac commune (Ky Anh district).
The road surface in many places is peeling, creating large potholes, when it rains, it is flooded and muddy, making it difficult for vehicles to travel, especially unsafe for people riding motorbikes and bicycles.
Mr. Le Van Quang (residing in Ky Bac commune) riding a motorbike on the coastal road, a section full of potholes in Ky Bac commune, said: "This road section is so badly damaged that it is very difficult to travel. I hope the authorities will soon repair it, otherwise it will be very unsafe".
According to the reporter's research, the coastal route Xuan Hoi - Thach Khe - Vung Ang was approved for upgrading by the People's Committee of Ha Tinh province in 2017 with a total length of 62km, with a total investment of 1,500 billion VND. The project is invested by the Ha Tinh Province Traffic Construction Investment Project Management Board.
Mr. Nguyen Tran Toan - Head of Ha Tinh Traffic Safety Infrastructure Management Department - said that there are many reasons why some sections on Ha Tinh coastal road are damaged and seriously degraded. The main reason is that the exploitation time is long, the source of regular maintenance funding is limited while the traffic volume increases. In addition, the climate conditions of coastal areas often have wind and rain, and humidity also affect the quality of the project.
According to Mr. Toan, authorities need to strengthen vehicle weight control; Road management units continue to proactively inspect, detect, and promptly handle damaged locations on the route to ensure safety for vehicles in circulation.
Faced with the deterioration of the road, in November 2024, the People's Committee of Ha Tinh province approved the Ha Tinh coastal road repair project with a budget of more than 22 billion VND. However, to date, the project has not yet implemented repairs.
Currently selecting a contractor
Mr. Su Van Hoai - Deputy Director of the Ha Tinh Province Traffic Construction Investment Project Management Board - said about the Ha Tinh coastal road repair project with a budget of more than 22 billion VND approved by the Provincial People's Committee at the end of 2024, which is currently in the process of selecting a consulting contractor, and is expected to open the bid on March 11. After completing the procedures according to regulations, it is expected to start construction in May 2025.
Mr. Hoai said that the board knows that the coastal road of Ha Tinh is currently seriously degraded, with many potholes, especially in rainy and windy weather, so the deterioration rate is faster and more widespread, making it difficult for vehicles to travel. However, regarding investment procedures to carry out repairs, they must also be implemented in accordance with regulations. The Board can only speed up the evaluation of bidding documents, conduct urgent biddingding to select contractors, and sign contracts to implement construction as soon as possible.
"The construction is expected to be completed in about 3 to 4 months," Mr. Hoai shared.
