Voters in Vinh Tuy, Giang Vo, Lang, Hoan Kiem, Cua Nam wards proposed that the Hanoi City People's Committee continue to prioritize investment and complete the transport infrastructure system; accelerate the progress of road expansion, renovation, and repair projects; and at the same time strictly manage the restoration of the road surface, ensuring the correct status and extending the warranty period.
In addition, voters proposed that the city promote the construction of overpasses, underpasses and ring roads to divert traffic and reduce traffic pressure in the inner city area; develop a high-quality public transport network, especially buses and urban railways, creating conditions for people to gradually switch from personal vehicles to public transport.
Regarding the proposal on transport infrastructure, the Hanoi City People's Committee said: Developing a modern, smart and connected infrastructure system (especially transport infrastructure) is identified by the City Party Committee as one of the three breakthroughs in development in the period 2026 - 2030 according to the Resolution of the XVIII Congress.
In the coming time, the city will continue to accelerate the progress of key and important transport infrastructure projects such as: Ring Road 1 (Hoang Cau - Voi Phuc); Ring Road 2.5; Road 3.5; Ring Road 4 project - Capital Region; 7 bridge projects over the Red River (Tu Lien, Tran Hung Dao, Ngoc Hoi, Thuong Cat, Van Phuc, Hong Ha, Me So)...
The work of restoring the ground after the main project is constructed; the maintenance and upkeep of traffic infrastructure in the city is always regularly inspected, urged, guided, and supervised by the Department of Construction and the Commune-level People's Committee, ensuring compliance with regulations; contributing to ensuring urban aesthetics, traffic safety, and limiting congestion.
Regarding the recommendations on overpasses, underpasses and the development of the public transport system, according to the Hanoi City People's Committee, performing the function of state management according to sectors in the city, according to the tasks assigned by the City Party Committee, People's Council, and Hanoi City People's Committee, the Department of Construction has submitted Official Dispatch No. 268/TTr-SXD dated June 26, 2025, submitting to the City People's Committee the draft Project "Overall Reducing Traffic Congestion in Hanoi City in the period 2025 - 2030 and the following years".
The content of the project has mentioned solutions to improve the efficiency of state management, contributing to reducing and overcoming traffic congestion in the city.
Among the groups of solutions studied, there is a group of solutions to invest in building overpasses and tunnels at key traffic junctions such as: underpass at the Tay Thang Long - Ring Road 3 intersection; underpass of Hoang Quoc Viet extended road with Pham Van Dong road and connecting to Tran Vy street; underpass at Me Tri - Duong Dinh Nghe - Ring Road 3 intersection; overpass at Le Trong Tan road intersection (Ha Dong) and National Highway 6; tunnel connecting Cat Linh - Ha Dong urban railway line (Cat Linh station) with the Nhon - Hanoi station urban railway line project (S10 station); overpass at Chau Van Liem - Le Quang Dao intersection; overpass at Co Linh - Thach Ban intersection; overpass at Hoang Minh Giam - Nguyen Tuan intersection; overpass at Co Bi - Ngo Xuan Quang intersection; overpass at Nguyen Huy Nhuan - Ly Thanh Tong intersection...
In the coming time, the Department of Construction will continue to complete and submit to the City People's Committee for promulgation a project as a basis for implementing solutions to reduce traffic congestion in general, as well as investing in building overpasses and underpasses at key traffic junctions.
Regarding the bus system: The City People's Committee has directed the Department of Construction to implement improved service quality and public passenger transport output; gradually converting from diesel-fueled vehicles to electric vehicles that are environmentally friendly in order to reduce emissions and encourage people to use public transport (expected to be completed by 2030 at the latest).
In parallel with that, the city drastically implements urban railway projects; promotes taxi and contract car business units under 9 seats to switch to using electric vehicles that are environmentally friendly (to date, nearly 50% of vehicles have been converted).
