Voters in Vinh Tuy, Giang Vo, Lang, Hoan Kiem, Cua Nam wards proposed that the City People's Committee study and implement management solutions to limit personal vehicles in some central areas. At the same time, consider adjusting working hours and school hours; strengthening the application of technology in traffic management and regulation.
Answering this issue, Hanoi City People's Committee said that currently, the City Party Committee and Hanoi City People's Committee have directed the Department of Construction to study and develop a draft to submit to the People's Council and Hanoi City People's Committee for approval and promulgation of policies to support organizations and individuals to convert vehicles from using fossil fuels to using clean energy;
At the same time, promulgate regulations on measures to limit the use of vehicles that emit emissions causing environmental pollution; support investment in the development of clean energy transport infrastructure, ensuring compliance with the revised Capital Law of 2026 (undergoing submission to the Government and National Assembly for consideration and approval).
Regarding strengthening the application of technology in traffic management and regulation, Hanoi City People's Committee said: On December 7, 2025, Hanoi City People's Committee issued plan No. 330/KH UBND on implementing solutions to reduce traffic congestion in Hanoi City in the period 2026-2030 and the following years.
Accordingly, Hanoi City Police will preside over the content of the Group of solutions for traffic organization and application of information technology (IT) in traffic management and operation (breakthrough solution group). Based on the assigned functions and tasks as assigned, the Department of Construction will coordinate with Hanoi City Police to implement.
