Accordingly, the Hanoi People's Committee requires the correct implementation of the Party's guidelines, policies and policies; State laws; promoting the role and responsibility of agencies, organizations and the entire political system, members of the Military Service Council (MCSC) in military recruitment work.
The goal is to recruit sufficient quantity, ensure quality, properly implement principles and processes; be fair, democratic, public, and comply with the law; promptly resolve arising problems and difficulties.
Localities organize propaganda, dissemination and education to raise awareness and responsibility of the people and young people in implementing the Law on Military Service and the Law on the People's Public Security. In particular, it is necessary to review, review, and grasp the source of citizens of military service age (especially citizens who have graduated from colleges and universities).
Localities organize preliminary selection, health examination for military personnel and the obligation to join the People's Public Security; complete and absorb the records of citizens enlisted; organize cooperation with military receiving units; organize military handover and receipt ceremonies to ensure unity, compliance with regulations, solemnity, joy, safety and economy.
In particular, it is necessary to promote the role and responsibility of the local political system in implementing the selection steps at the grassroots level; do a good job of policy work, visit, give gifts to citizens who have joined the army and perform their duty to join the People's Public Security before, during and after military service.
The military handover and receipt ceremony will be held at 8 locations in Hanoi. The review and grasp of the source of citizens of military age must be completed before October 15, 2025. The preliminary health screening in communes and wards will be completed before November 15; health check-ups for citizens called for military service and perform their duty to join the People's Public Security from November 16 to December 30, 2025.
The time to hold the handover and receipt ceremony is 8:00 a.m. on March 4, 2026 (ie January 16, Binh Ngo year).
