According to Plan No. 129/KH-SXD of the Hanoi Department of Construction on coordinating a comprehensive inspection of vehicle parking and traffic infrastructure protection activities in the area, lasting until the end of 2025.
This is considered a "great general review" to rectify the situation of occupation of roadways and sidewalks, collecting tolls in violation of regulations and constructing traffic safety problems - problems that have caused concern in many areas of the capital.
According to the plan, the functional forces of the Department of Construction will coordinate with relevant units to strengthen inspections of temporarily licensed parking lots; at the same time, strictly handle the situation of occupying roadways and sidewalks to illegally park vehicles.
The inspection contents focus on: location, area, signs, parking lot boundaries, price lists, employee cards, hotline phone numbers; checking toll points that are not in accordance with regulations; requiring the removal of "P" signs and removal of markings at spontaneous parking stops.
On many central streets, the situation of cars stopping and parking in large numbers, taxis picking up and dropping off passengers in violation of regulations at hospital gates, shopping malls... is still common, causing congestion during rush hours. The inspection force was required to handle the case thoroughly, and coordinate with the local authorities to prevent further violations.
One of the highlights of the plan is the inspection of a series of construction works related to traffic infrastructure. The Department of Construction requested to review the situation of: construction not in accordance with the content of the license or beyond the time limit; not arranging traffic guides; not collecting materials after construction; causing congestion, loss of traffic safety; illegal construction on urban roads; discharging waste, illegally erecting advertising signs and tents within the land area for roads.
Violations that affect traffic safety and order will be suspended, the license will be revoked and punished according to authority. The implementation period will last until the end of 2025 and peak during the 2026 Lunar New Year.
From now until December 31, 2025, working groups will conduct regular inspections during office hours and even after work when necessary. After this time, the Traffic Inspectorate will launch a peak period to serve the Lunar New Year and the 2026 Binh Ngo Spring Festival, ensuring smooth and safe traffic for people.
The plan requires coordination between the following units: Transport Inspectorate, Traffic Infrastructure Management Department, Traffic Infrastructure Maintenance Board, Technical Infrastructure Management Center, local police and commune and ward authorities.
Units licensed to construct or maintain vehicles must absolutely comply with regulations and coordinate with inspection forces; acts of resistance, deliberate delay or re-offending will be handled strongly. At the same time, the maintenance and infrastructure management forces will increase daily patrols, detect violations early, propose suspension or revocation of licenses for points with potential risks to traffic safety.
This inspection plan is considered an important solution to restore urban order, improve the effectiveness of state management of vehicle parking and protection of traffic infrastructure.
In addition to handling violations, propaganda work will be promoted to raise people's awareness of not encroaching on roads and sidewalks, using parking stops properly, contributing to building a civilized city with safe transportation.
