The National Assembly resolved to strive for a GDP growth rate of 10% or more, with GDP per capita reaching 5,400-5,500 USD.

On the morning of November 13, the National Assembly passed a Resolution on the socio-economic development plan for 2026 with 429/433 delegates participating in the vote in favor.

The Resolution resolves 15 main targets:

1. The growth rate of gross domestic product (GDP) is expected to be 10% or more.

2. GDP per capita is 5,400 5,500 USD.

3. The proportion of processing and manufacturing industry in GDP is about 24.96%.

4. The average growth rate of the consumer price index (CPI) is about 4.5%.

5. The average growth rate of social labor productivity is about 8.5%.

6. The proportion of agricultural labor in total social labor is about 25.3%.

7. The rate of workers with degrees and certificates is about 29.5%.

8. The rate of unemployment among urban agencies is below 4%.

9. The rate of poor households (according to the multidimensional poverty standard) decreased by 1-1,5 percentage points.

10. The number of doctors per 10,000 people is about 15.3 doctors.

11. The number of hospital beds per 10,000 people is 34.7 beds.

12. The health insurance participation rate reached 95.5%.

13. The rate of communes meeting new rural standards (according to the National Criteria for New Rural Areas at all levels for the period 2026-2030, reaches a minimum of 15%.

14. The rate of urban solid waste collection and treatment that meets standards and regulations reaches 95%.

15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards reached 95%.

In the resolution, the National Assembly requested credit control for areas with potential risks; effectively managing the gold market, real estate market, and stock market.

Thoroughly save spending, resolutely cut unnecessary spending to increase investment spending on key projects and social security spending; take advantage of public debt and budget deficit to mobilize resources for investment, including issuing government bonds to invest in some key projects.

Continue to build and perfect mechanisms and policies for the development of special economic zones in Van Don, Van Phong, Phu Quoc, free trade zones, and international financial centers in Vietnam.

Further promote the work of preventing and combating corruption, waste and negativity. Focus on monitoring, appraisal and handling after inspections, especially inspection conclusions of cases monitored and directed by the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity.

Effectively implement legal regulations on implementing inspection and auditing conclusions, increase the rate of recovery of money and assets due to violations, negativity, and corruption.

It is strictly forbidden to take advantage of anti-corruption, waste and negativity for personal gain or interfere with the normal operation of agencies, organizations, enterprises and individuals.

Timely remove difficulties, overcome shortcomings, conflicts, and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.

Conduct the assessment of civil servants according to the criteria of the results of performing the duties of civil servants (KPI). Tighten discipline and administrative discipline; resolutely and effectively overcome the situation of avoiding, pushing, and fearing responsibility among a number of civil servants.

Speed up the implementation of the Lao Cai - Hanoi - Hai Phong railway line, Hanoi and Ho Chi Minh City urban railway lines; complete the survey and design of railway lines connecting regions and countries, and some sections on the North - South high-speed railway.

Research and implement phase 2 of Long Thanh International Airport; ensure the construction progress of Gia Binh International Airport... Urgently implement the Can Gio international transit port project, Hon Khoai port and some other potential seaports.
