These passenger cars often use the area in front of the office or public places as pick-up and drop-off points. When passengers need it, just contact by phone, the bus company will guide you to the nearest pick-up point or pick up passengers at any convenient location.
Mr. Nguyen Van Lap - Director of Nuoc Ngam Bus Station (Hanoi) - said that the current situation of transportation businesses opening offices and welcoming guests right there is causing pain, greatly affecting traffic safety and order and creating unfair competition with bus companies that comply with regulations, entering and returning guests.
"It is necessary to tighten control of offices and transportation branches welcoming guests outside the wharf, because this creates unfairness in competition. The rights of passengers are also not guaranteed when riding a vehicle without a ticket" - Mr. Lap emphasized.
According to fixed-line transport businesses, it is necessary to put passenger transport activities on the right track to compete and develop healthily.
Mr. Nguyen Van Quy, a driver on the Hanoi - Ha Giang route, said: "vehicles entering the wharf to pick up passengers must pay full wharf fees, comply with transportation regulations, and pay insurance for drivers and vehicles. Meanwhile, units welcoming guests outside the station do not have to pay these costs, so ticket prices may be cheaper, causing inequality".
In order to control fixed passenger transport activities, the Hanoi Department of Construction has assigned the Transport Inspectorate to plan a synchronous inspection of parking lots, bus company offices and transport businesses throughout the area.
Accordingly, the Department of Construction requested the Transport Inspectorate to preside over and coordinate with functional forces to review and inspect parking lots, representative offices, and branches of passenger transport business enterprises; make records and strictly handle violating units.
A representative of the Department of Construction said that according to current regulations, passenger transport businesses are not allowed to use office locations as places to gather goods, pick up - drop off customers, sell tickets or receive bookings in any form.
The working groups of the Transport Inspection Department will coordinate with the bus station management unit to review and count the conditions of transport vehicles and drivers before leaving the station; count the number of passengers and the number of trips in the month according to the registration.
