On the afternoon of April 28, Mr. Dao Duy Phong - Deputy Director of Hanoi Department of Construction signed document No. 9033, requesting units to urgently overcome damage to road traffic infrastructure on roads under construction of emergency construction investment projects in the city.
According to reflections from press agencies and reports from the Traffic Infrastructure Maintenance Board, on some roads undergoing urgent projects implemented by the Hanoi City Technical Infrastructure Management Center such as Nguyen Trai, Phan Chu Trinh, Quang Trung, Ly Thai To..., there is a situation of damage to the foundation and road surface such as cracks, subsidence; the restoration of the road surface is not guaranteed, causing traffic unsafety and potential risk of accidents.
To ensure traffic safety, the Hanoi Department of Construction requests that absolutely no accidents occur due to damage to road traffic infrastructure.
The Department of Construction requests the Hanoi City Technical Infrastructure Management Center to urgently review and immediately repair damaged foundations and road surfaces on projects under urgent construction, ensuring traffic safety; to prevent traffic unsafety and accidents due to infrastructure damage.
At the same time, immediately deploy measures to ensure traffic safety at construction barrier locations in accordance with the approved traffic diversion plan. Specifically, fully install road sign systems such as construction site signs, narrowed roads, "slow" signs, I.441 signs (200m, 100m, 50m away from construction areas); supplement lighting systems, night warning lights, complying with regulations in TCCS 14:2016/TCĐBVN.
Arrange cone tips, arrow-shaped reflective wires in front and behind the barrier area; arrange forces to guide and divert traffic 24/24 hours at the construction site and remotely to warn vehicles. The construction unit is responsible if traffic unsafety occurs.
The restoration work must ensure compliance with the regulations in Decision No. 24/2023/QD-UBND dated September 23, 2023 of the Hanoi City People's Committee; construct in segments, restore the road surface before continuing to construct the next section. Units are responsible for protecting the infrastructure structure in the construction area; if damage occurs, the contractor must repair and restore it to its original state to ensure operational safety.
Units need to strengthen watering and washing of road surfaces; construction sites must have strict dust control measures such as covering, washing cars before leaving the construction site, and spraying to reduce dust. Construction waste must be covered and sealed when gathered and transported, not to let it spread to the environment.
The gathering of materials and machinery must be in the correct designated locations; strengthen environmental sanitation, and prevent the situation of materials and construction waste spilling and encroaching on roads and sidewalks, causing traffic unsafety.
At the same time, coordinate with Hanoi City Police, People's Committee and functional forces of wards and communes to organize traffic diversion. When congestion occurs, contractors must coordinate and comply with the handling plan of functional forces to ensure safe and smooth traffic.

Units must develop on-duty plans, arrange sufficient manpower, equipment, and vehicles to handle incidents causing congestion and traffic unsafety; provide complete communication with functional forces.
The Department of Construction requests the Hanoi City Technical Infrastructure Management Center to urgently deploy, summarize and report the results to the Department before May 5, 2026.
