The City People's Committee has just issued a Plan to Improve and enhance the People's satisfactory Index for the services of State administrative agencies (SIPAS), the Administrative Reform Index (PAR INDEX) and the Provincial Public Administration and Governance Efficiency Index (PAPI) in 2025 of Hanoi City.
The plan aims to continue maintaining high-resulting components and indexes; improve and enhance components and indexes that have not improved or achieved low scores; identify specific tasks and solutions to create synchronous and substantial changes in the criteria and components of the PAR INDEX, SIPAS, and PAPI indices. Maintain the city's PAR INDEX index in 2025 in the group of provinces and centrally run cities leading the country; for the SIPAS Index, increase in both general satisfaction rate and ranking compared to 2024; PAPI Index remains in Group 2 (medium - high group) of the country.
To improve the ranking position, the City People's Committee continues to deploy a channel to receive feedback from people and businesses on administrative regulations, in order to shorten processing time, avoiding delays.
The City People's Committee requests departments, branches, sectors and commune-level People's Committees to develop a detailed plan to implement tasks, and at the same time periodically report on implementation results; explain and take responsibility to the City People's Committee and the Chairman of the City People's Committee for the results of implementing tasks and solutions assigned according to the plan if they do not meet the set targets, reducing the scores of the contents and criteria in the indicators.
Assign the Department of Home Affairs to organize implementation, monitor, urge, inspect and guide the Departments, branches, sectors; Commune-level People's Committees in implementing tasks and solutions to improve the contents, criteria, and ingredient criteria in the indexes according to assigned functions and tasks.
Periodically synthesize and report to the City People's Committee on the situation and results of implementing this Plan (incorporated in the periodic administrative reform report). Preside over, guide and urge agencies and units to self-assess, score, and synthesize supporting documents in the scoring of the PAR INDEX Index; act as a unit, coordinate with relevant agencies and units in the process of implementing the sociological investigation of the Ministry of Home Affairs and the United Nations Development Program in Vietnam (UNDP).
At the same time, strengthen inspection and examination of administrative reform work to promptly rectify and overcome limitations and shortcomings; conduct planned inspections and conduct surprise inspections of the situation and results of implementing administrative reform tasks, public service discipline, and administrative discipline.
The City People's Committee requested the Vietnam Fatherland Front Committee of Hanoi City to guide the Vietnam Fatherland Front Committee at the commune level to coordinate with the People's Committees at the commune level in propagating the content, purpose, and significance of the indices and the responsibility of the government in performing its tasks.
