On the afternoon of June 5, the National Assembly Standing Committee gave its opinion on the project to reorganize provincial-level administrative units in 2025; reviewed and approved the principles of the resolutions on reorganizing commune-level administrative units in 2025.
Politburo member and National Assembly Chairman Tran Thanh Man said that special attention should be paid to the work of personnel arrangement. After the arrangement, policies for full-time and part-time staff must be resolved.
The National Assembly Chairman also raised the issue of 3,321 commune levels after the merger, who will be chosen as the leader of the Party Committee (Secretary, Standing Deputy Secretary), leader of the People's Council (PC), Chairman of the People's Committee (UBND).
In which, the Chairman of the People's Committee must have an understanding of state management and experience. The Ministry of Home Affairs needs to urgently send documents to provinces and cities on the issue of selecting personnel at the commune level, especially the Chairman of the People's Committee of communes, wards and special zones.
Emphasizing that this personnel is very important, the National Assembly Chairman said that there will be more than 1,000 tasks at the district level transferred to the commune, provincial tasks transferred to the commune for socio-economic development, ensuring national defense and security, and building a government system.
According to the National Assembly Chairman, special attention should be paid to key cadres at the commune level. The goal is to make communes strong, provinces strong, and the Central Government strong. All tasks are concentrated at the commune level.
"Regarding personnel work, the Ministry of Home Affairs needs to continue to direct localities to thoroughly grasp. From there, people feel that personnel A, B, C do not meet the standards and conditions, then they can be replaced. The Chairman of this commune is not sure what the province has to do. In the commune, cadres must be carefully selected.
The Politburo and the General Secretary are very concerned that although the decree on decentralization of power to localities has not yet been issued, there will be training on the functions, tasks and powers of the commune level in the coming time," the National Assembly Chairman emphasized.
According to the National Assembly Chairman, 28 decrees will be issued to decentralize and delegate authority to the commune level.
Regarding the issue of public assets after the merger, the National Assembly Chairman said that there were concerns that new places would lack space, leading to a situation where there were no places needed and no places used.
In the initial stage, the National Assembly Chairman said that this problem must be basically resolved by the end of the year, not just 1-3 months.
Regarding the arrangement of provincial-level administrative units, the National Assembly Chairman said that the competent authority has finalized the number of provinces arranged for merger, administrative - political centers, and local names. The Central Committee has discussed this issue very carefully, the National Assembly Standing Committee is responsible for reviewing and submitting it to the National Assembly to create high consensus.
This Resolution will only stipulate general principles, then the Government will have a guiding decree, and relevant ministries will have a circular.
The National Assembly Chairman said that there were many things that people wondered about, and there was a deadlock in not knowing who to ask. We have done propaganda and dissemination of laws recently but it has not reached the point.
