Faced with the recent situation of some cases of spontaneous waste burning, affecting security and order and the environment, the Hanoi People's Committee requested communes, wards and police forces to strengthen inspection and strictly handle violations.
Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu has directed the implementation of measures to end the situation of burning straw, agricultural by-products and spontaneous waste burning in the city.
Accordingly, the Hanoi People's Committee requests communes and wards to organize the synchronous implementation of technical and management solutions to strictly control and strictly handle acts such as: burning straw, agricultural by-products; burning domestic waste, spontaneous waste not in accordance with regulations; littering in the wrong places, not being controlled.
In particular, localities must review and zoning high-risk areas; arrange forces to inspect and supervise regularly and continuously. At the same time, establish and publicize hotlines to receive and process feedback information within a maximum of 2 hours.
In addition, it is necessary to promote the role of the grassroots political system, police forces, environmental officials, village heads, and residential group leaders in monitoring, detecting and handling violations.
Hanoi City People's Committee requests the Chairman of the commune-level People's Committee to be fully responsible to the City People's Committee if the situation of burning straw, agricultural by-products and spontaneous burning of garbage occurs in the managed area. The results of implementation will be one of the criteria for evaluating and ranking the level of task completion, and at the same time serve as a basis for considering emulation and commendation according to regulations.
Hanoi City People's Committee also assigned Hanoi City Police to strengthen inspection and strictly handle violations, especially cases of repeated occurrences, organized violations or causing serious consequences.
