Can Tho - Vinh Thanh Industrial Park Project (phase 1) achieved many results in infrastructure construction, but still faced difficulties in site clearance and procedures.

The project to invest in construction and business of Vinh Thanh Industrial Park infrastructure (phase 1) invested by VSIP Can Tho Joint Stock Company has disbursed more than 2,118 billion VND, reaching 56.97% of the total investment.

To date, many important legal procedures have been completed, but the project is still facing difficulties due to site clearance and some procedures are still being carried out.

Mr. Tran Ngoc Hung - Acting Head of the Management Board of Can Tho Export Processing and Industrial Zones - said that for ground leveling, roads, rainwater drainage, wastewater drainage, water supply, lighting, communication, and power supply items are being implemented. The total progress is estimated at about 40%.

The investor has completed leveling about 50 hectares, including land for the Bestway Can Tho Sports Technology Factory project and many technical functional areas. Internal technical infrastructure system reaches about 30%.

The centralized wastewater treatment plant (Module 1) with a capacity of 6,000 m3/day and night currently meets about 90% of the volume, is installing technology equipment and is expected to be completed in June 2026. The fire prevention and fighting station also meets about 90% of the progress, while the 22kV power supply system has been completed to serve temporary power supply for secondary investors.

In parallel, the water supply line from National Highway 80 to the industrial park has been completed, the turbocharged pumping station is under construction and is expected to be put into operation in September 2026. The 110kV substation is completing investment procedures, expected to be completed in mid-2027.

Regarding investment attraction, Mr. Tran Ngoc Hung said that Vinh Thanh Industrial Park has welcomed the first secondary investor, the Bestway Can Tho Sports Technology Factory Project with a total investment of about 100 million USD.

For connecting infrastructure projects, the road from National Highway 80 to the industrial park has been completed and put into use from October 2025. The road connecting from the access road to Vam Cong bridge to the industrial park currently reaches about 63% of the construction volume. Meanwhile, the resettlement area serving the project has completed construction, handed over 257 out of a total of 547 plots to people and is continuing to complete procedures to hand over the remaining plots.

Although many positive results have been achieved, the project still has some difficulties that need to be removed. According to Mr. Tran Ngoc Hung, there are currently about 21.5 billion VND of compensation and support that have not been paid. Notably, there are still 50 houses and electricity, water and telecommunications systems that have not been relocated, directly affecting the construction progress of technical infrastructure items.

In addition, the clean water price plan for industrial parks has not yet been approved by competent authorities, affecting the completion of infrastructure conditions to serve the operations of investors.

To speed up the project progress, the Can Tho Export Processing and Industrial Zones Authority proposed that the City People's Committee direct relevant units to soon issue clean water prices for industrial parks; accelerate compensation, support and resettlement; mobilize the remaining households to hand over land, and coordinate the relocation of electricity, water, and telecommunications infrastructure according to regulations.

For the investor, the Management Board requested VSIP Can Tho Joint Stock Company to continue to complete legal procedures, accelerate the progress of synchronous technical infrastructure construction to meet the conditions for secondary investors to implement projects, contributing to promoting industrial development and attracting investment into Can Tho city.

Vinh Thanh Industrial Park (phase 1) was approved for investment policy by the Prime Minister from October 2022 with a scale of 293.7 ha and a total investment capital of more than 3,717 billion VND (equivalent to nearly 160 million USD).
