On July 17, the Dong Nai Provincial Construction Investment Project Management Board (abbreviated as the Project Management Board) has just reported to the Chairman of the Provincial People's Committee to support and urge the progress, requesting the two contractors, Truong Son Construction Corporation and Hai Dang Joint Stock Company, to urgently mobilize all resources to compensate for the delayed progress (technical traffic progress before December 19, 2025).
According to the Project Management Board, Component Project 1 of the Bien Hoa - Vung Tau Expressway Construction Investment Project Phase 1 - is implementing the construction of 2 main construction packages, with 9 contractors participating in the construction. The Project Management Board assessed that the two contractors were ahead of schedule, Lizen Joint Stock Company and 368 Joint Stock Company, with 5 contractors basically meeting the schedule and 2 contractors not ensuring the schedule.
Accordingly, for Hai Dang Joint Stock Company - a member of the consortium of construction packages No. 21, it is 11% behind schedule.
For Truong Son Construction Corporation - the leader of the consortium of construction packages No. 18, through inspection and progress monitoring (from April 23 to July 12), construction progress is slow and not guaranteed, especially for the item of weak soil treatment using cement reinforced soil piles, construction is very slow, only 2/6 lines are operating at the construction site; the accumulated volume reaches 27% of the contract value, 13% behind schedule.
According to the Project Management Board, the construction volume is still very large, with the current construction progress, the two contractors will not be able to complete the technical traffic opening on December 19, 2025 according to the direction of the Prime Minister.
The Project Management Board recommends that the Chairman of the Provincial People's Committee support and urge the progress, requiring the two contractors, Truong Son Construction Corporation and Hai Dang Joint Stock Company, to urgently mobilize all resources in terms of financial resources, human resources, machinery and equipment, proactively source filling land, increase construction shifts with the spirit of "3 shifts, 4 teams" to compensate for the delayed progress.
In case by August 15, 2025, the two contractors do not have a positive change in actual progress at the site, the Project Management Board will carry out procedures to reduce the remaining volume to transfer to qualified contractors in the package consortium or in the project to continue implementing to complete the items synchronously, ensuring the technical traffic of the entire project before December 19, 2025.
