On January 5, news from Hai Phong City People's Committee said: The City People's Committee has had the results of the architectural design exam for Rao 3 bridge across the Lach Tray River.
Accordingly, Decision No. 5296/QD-UBND dated December 29, 2025 of Hai Phong City People's Committee announces the approval of the results of the architectural design competition for Rao 3 bridge across the Lach Tray River. Rao 3 bridge project belongs to the Investment Project to build a connecting road from Rao 3 bridge to the coastal road, the section from Bui Vien road to provincial road 363.
The results of the architectural design competition for Rao 3 bridge across the Lach Tray River are as follows:
The first prize belongs to the competition plan with code number: SE 001 named "Waves and Lights" of Transport Engineering Design Consulting Corporation - JSC (TEDI) with a prize of 60 million VND.

The second prize belongs to the competition plan with code number: TC 888 named "Sustainable roots - aspiration to reach out to sea" of the Consortium of Transport Construction Investment Consulting Joint Stock Company 1 and Lap Phuong Architecture Joint Stock Company, abbreviated as (TECCO1-CUBIC) with a prize of 40 million VND.
The third prize is a competition plan with code number: SE 002 named "Urban Flow" of Transport Engineering Design Consulting Corporation - JSC (TEDI) with a prize of 20 million VND.
Rao 3 bridge over the Lach Tray River is expected to be about 1.8 km long, in An Bien and Hung Dao wards. Design scale: 6 motorized lanes, 2 mixed lanes and sidewalks on both sides.
The investment in building Rao 3 bridge connecting the city center with localities in the South and Southeast of the city contributes to accelerating the process of forming a modern new urban axis to support provincial roads 353 and 361; creating favorable conditions for the movement, transportation, and production of local people; reducing the load on the central urban area...
The project is invested from the city budget, expected to be built in the period 2025 - 2029.
