Implementing the direction of the Secretary of the City Party Committee in Conclusion Notice No. 21-TB/TU dated January 9, 2026 at the on-site inspection program on solutions to overcome traffic congestion and solutions to remove difficulties, Vice Chairman of Hai Phong City People's Committee Tran Van Quan assigned the Department of Construction to preside over and coordinate with Vietnam Railways Corporation and relevant agencies and units to study and reorganize the passenger pick-up and drop-off activities of the East-West train to reduce congestion in the central area during peak hours.
The Department directs and strengthens means of transport to serve the travel needs of the people, especially public passenger transport, and overcomes and limits the phenomenon of price gouging and taking advantage of price increases that are not in accordance with regulations to better serve the travel needs of the people and prevent traffic accidents during Tet.
The Department of Construction presides over and coordinates with the City Police and relevant agencies and units to strengthen inspection of transport business activities, improve the quality of vehicle inspection to ensure meeting standards and technical safety. Along with that, continue to review and handle "black spots", "hidden points" of traffic accidents, routes and areas violating traffic safety corridors; overcome the situation of lack of parking lots, illegal stopping and parking causing traffic unsafety.
The Department presides over and urges investors to accelerate the progress of traffic infrastructure projects and intersections at bottlenecks; continue to review to rationalize traffic flow and traffic lights. In which, urgently study the opening of the Van Cao - Le Quang Dao - Tran Binh Trong route to reduce congestion for Lach Tray and Tran Nguyen Han roads.
The City Police directed to strengthen patrols, controls, and handle violations of traffic order and safety with the principle of "respecting the law", "no forbidden zones, no exceptions". At the same time, supplement traffic control forces, especially at key traffic junctions, places with high traffic volume and density, often congested, especially during peak hours.
The City Traffic Safety Committee presides over and coordinates with city departments, agencies, and commune-level People's Committees to promote propaganda and raise awareness of law compliance on traffic safety. Heads of Party committees, authorities, agencies, and units must directly direct and be responsible to the Standing Committee of the City Party Committee if serious traffic accidents or complicated traffic safety violations occur in the assigned area or field.
In the long term, the city assigned the Department of Construction to preside over and coordinate with the Department of Finance and relevant agencies and units to continue to research and complete the overall planning of the urban transport network with the vision of Hai Phong becoming a special city in the future; with the motto that transportation must go one step ahead, paving the way for development, being the foundation for the city to develop quickly and sustainably. In which, prioritizing the development of intelligent transportation systems, large-capacity public transport as pillars, gradually reducing dependence on personal vehicles.
