On March 18, news from the Hai Phong City People's Committee said: Implementing Decision No. 472/QD-TTg dated February 28, 2025 of the Prime Minister on the assignment of health insurance (HI) expenditure estimates for 2025, Vice Chairman of the City People's Committee Hoang Minh Cuong has just given instructions in Document 1560/VP-VX. In which, the City Social Insurance (BHXH) is assigned to preside over and coordinate with the Department of Health and relevant agencies to effectively manage and use the health insurance fund and estimate the cost of health insurance examination and treatment assigned; strictly implement regulations on advance payment, settlement of health insurance examination and treatment costs according to the provisions of the Law on Health Insurance and guiding documents.
Assign the Department of Health to preside over and coordinate with the City Social Insurance and relevant agencies to strengthen the work of advising the City People's Committee to implement state management of health insurance through inspection, examination, and handling of violations; have solutions to prevent the abuse and profiteering of the Health Insurance Fund; inspect and inspect health insurance examination and treatment facilities that do not adjust unreasonably high health insurance examination and treatment costs according to recommendations and warnings of the Social Insurance agency.
Direct medical examination and treatment facilities to conduct medical examination and treatment, prescribe drugs and technical services in accordance with regulations and professional procedures issued by competent authorities; fully and promptly update information on health insurance examination and treatment and transfer data to the social insurance agency according to regulations so that the assessment and payment are accurate and timely; at the same time, direct medical examination and treatment facilities to proactively detect, review, inspect and adjust the costs of health insurance examination and treatment to increase according to the recommendation of the social insurance agency.
Assign the Department of Finance to transfer sufficient and timely state budget funds paid and health insurance payment support to subjects guaranteed by the state budget; participate in managing the health insurance fund according to regulations.
Mass media agencies strengthen communication on health insurance, have solutions to mobilize people to participate in health insurance suitable for each target group to achieve the goal of developing health insurance according to Resolution No. 28-NQ/TW dated May 23, 2028 of the 7th Conference of the 12th Party Central Committee on reforming social insurance policies.
