According to Lao Dong Newspaper in late March, many houses on De La Thanh Street (Ba Dinh and Dong Da District, Hanoi) are being demolished by the construction unit, handing over the site for the construction of the Ring Road 1 project, Hoang Cau - Voi Phuc section.
This is a good sign after many years of the project being delayed due to many difficulties and problems.
The project was approved by the Government at the end of 2017 with a length of 2.2km. The starting point is at Hoang Cau intersection (Dong Da district), the end point is at Voi Phuc intersection (Ba Dinh district).
The investment level of phase 1 of the Ring Road 1 project, Hoang Cau - Voi Phuc section, is more than VND 7,211 billion. Of which, the construction cost is 627 billion VND; site clearance (GPMB) is more than 5,818 billion VND and some other costs from the city budget.
The first section of Ring Road 1 through Ba Dinh is about 1.5km long, with 1,334 cases requiring site clearance to serve the project. However, due to the loose management process of land management many years ago, it has led to complications in site clearance.
According to the plan, Ba Dinh district will complete the site clearance in the first quarter, but up to now, there are still some households that have not handed over the site to implement the Ring Road 1 project, Hoang Cau - Voi Phuc section.

Chairman of Ba Dinh District People's Committee Ta Nam Chien said that the District People's Committee has directed Ngoc Khanh, Thanh Cong, and Giang Vo wards to coordinate with investors to stop providing electricity and water services to households subject to land acquisition but not yet handed over according to regulations.
The suspension of electricity and water services will be carried out in areas with sufficient conditions. Currently, many households have agreed to hand over the site after the working group directly mobilized, propagated and persuaded.
Ring Road 1 through Dong Da district is 650m long with a reclaimed area of 48,000 m2 of land, including 643 compensation and site clearance plans. Dong Da District is focusing on reclaiming land to hand over to the investor in the second quarter of 2025.
In addition to Ring Road 1, the city is also directing to speed up the construction progress and site clearance for the Ring Road 4 project in the Capital region.
The Ring Road 4 section through Hanoi City is over 57km long, passing through the districts of Soc Son, Me Linh, Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai, Thuong Tin.
According to the report of the Hanoi Traffic Construction Investment Project Management Board, the city has so far received 776.97/785.42 hectares of land, equivalent to 48.36/52.73km, reaching 91.7%.
However, there are still many interruptions and bean sprouts along the route with a total length of more than 4.3km.

Regarding the site clearance of the Ring Road 4 project, Chairman of the Hanoi People's Committee Tran Sy Thanh recently requested districts to completely resolve the remaining land area that must be recovered and completed before April 15. According to Mr. Thanh, this is the last time, no later is allowed.
The Chairman of the Hanoi People's Committee assigned Me Linh district to continue focusing on site clearance in the area to ensure completion on schedule as mentioned above.
In case a household has a proposal that is contrary to regulations, violates the land acquisition policy, intentionally complicates or opposes, or affects the progress of the investment project, consider applying administrative enforcement measures to reclaim land to ensure progress.
For Component Project 2.1 (construction of parallel roads), the Chairman of the Hanoi People's Committee assigned the Traffic Construction Investment Project Management Board to urge contractors to complete the project in October 2025, welcoming the City Party Congress.
