The City Border Guard Command presides over and, by all means, calls for calls, counts, and requires 100% of fishing vessels and inland waterway vehicles operating at sea and along the river to urgently take shelter before the storm makes landfall in the city, to be completed before 12:00 on October 5, if necessary, and carry out enforcement according to regulations.
Along with that, organize the arrangement of ships at safe anchorage places; coordinate with localities to absolutely not let people on vehicles that have returned to anchorage places, not let people on aquaculture cages and on canteens when storms make landfall.
The Department of Agriculture and Environment directs and mobilizes fishing vessels to urgently coordinate with border guards to organize calls and requirements for fishing vessels operating at sea to take shelter. Along with that, direct and directly inspect the drainage work in the irrigation system, remove, and lower buffer water levels to prevent flooding and protect agricultural production.
The Department of Construction urgently reviews and has plans to move people in old and weak apartment buildings; coordinates with localities to organize the relocation of people to safe places; continues to review and direct the work of ensuring the safety of construction works, especially high-rise buildings.
The Department of Education and Training closely coordinates with localities in using educational institutions as places to evacuate people to avoid storms.
The Department of Health closely coordinates with localities to organize the evacuation of elderly and sick people who cannot move by themselves, but must organize evacuation to prevent storms to safe places.
Hai Phong Parks and Trees Joint Stock Company, Urban Environment Company Limited, Hai Phong Public Works and Construction Joint Stock Company, Hai Phong Public Works and Tourism Services Joint Stock Company continue to review, prune, tie up trees and prepare means and human resources to overcome the situation of trees broken and fallen due to storms (if any)...
On the same day, the Department of Education and Training also issued an official dispatch on strengthening and proactively preventing storm No. 11. Accordingly, based on the development of the storm, warnings of dangerous weather conditions and practical situations of educational institutions and localities, heads of educational institutions proactively decide to let students stay home from school, adjust the schedule and appropriate teaching methods to ensure absolute safety for students and teachers. Schools promptly notify parents, teachers and students before 9:00 p.m. on October 5 to be proactive in picking up, handling and caring for students, avoiding risks.
