A series of traffic projects in Thanh Hoa are behind schedule

Thanh Hoa - Many traffic projects worth hundreds of billions of VND in communes and wards are behind schedule, the Provincial People's Committee has requested units to urgently remove obstacles.

Many hundred-billion VND projects are delayed

On September 11, information from Thanh Hoa Provincial People's Committee said that the province has issued a document requesting relevant units and People's Committees of Ha Trung, Hoat Giang, Tong Son, Bim Son, Quang Trung communes and wards to focus on removing difficulties and accelerating the progress of transport projects in the area.

Previously, Mr. Cao Van Cuong - Vice Chairman of Thanh Hoa Provincial People's Committee and the working delegation inspected the reality and worked on the progress of projects invested by the Thanh Hoa Agricultural and Rural Development Construction Investment Project Management Board.

Inspection shows that many projects are behind schedule, mainly due to problems in site clearance (GPMB).

Specifically, the traffic road project connecting Ha Linh urban area (highway intersection in Ha Linh) - Han Temple and Co Bo relic complex, Ha Son commune, former Ha Trung district, has a total investment of 150 billion VND, implementation time from 2021-2024. However, so far the project has only reached about 80% of the volume and is still facing site clearance issues.

Thanh Hoa Provincial People's Committee requests the Department of Construction to preside over and coordinate with Tong Son Commune People's Committee, the investor and the design consulting unit to review the entire project dossier; and at the same time implement site clearance and arrange resettlement for affected households.

The traffic road project connecting National Highway 217 with provincial road 508, former Ha Trung district, has a total investment of 140 billion VND, implementation time from 2022 to June 2027. Currently, the project has reached about 75% of the volume but is still facing site clearance issues. The Provincial People's Committee requests Ha Trung commune to urgently resolve problems and complete site clearance work in the area before September 30, 2026.

There are new projects reaching 10% of volume

Notably, the traffic road project from the old Ha Trung district center to the old Bim Son town center, with a total investment of 460 billion VND. After many years of implementation, the project was delayed and had to adjust the implementation time to 2027.

One of the problems related to site clearance funds in the old Ha Binh commune. This fund has been allocated but has not been paid, after arranging the administrative unit, it has been transferred to the People's Committee of Hoat Giang commune and has not been transferred to the People's Committee of Ha Trung commune for continued implementation.

The Provincial People's Committee requests Ha Trung and Hoat Giang communes to review and accurately determine the amount of funds allocated but not yet paid for the area previously belonging to the old Ha Binh commune, now belonging to Ha Trung commune. On that basis, Hoat Giang commune shall transfer the remaining amount according to regulations for Ha Trung commune to implement site clearance compensation.

Real-world records of Lao Dong Newspaper reporters at the project show that many locations have only been filled with roadbed and constructed some items, while other sections cannot be deployed synchronously.

More worryingly, the traffic road project from Ha Tan commune to Yen Duong commune, former Ha Trung district, passing through Tong Son and Hoat Giang communes, with a total investment of 140 billion VND, implementation time from 2021-2027, but so far has only reached about 10% of the volume. The site clearance work in Hoat Giang commune has not been implemented, reaching 0%.

As for the traffic road project connecting Tran Phu street to Nam Bim Son 6 street, through Bim Son and Quang Trung wards, with a total investment of 336 billion VND, it is also facing difficulties in site clearance, while the construction of the resettlement area is still very slow.

Faced with the above situation, Thanh Hoa Provincial People's Committee requested the Thanh Hoa Agricultural and Rural Development Construction Investment Project Management Board to preside over and coordinate with the People's Committees of Ha Trung, Hoat Giang, Tong Son, Bim Son and Quang Trung communes and wards to urgently review all projects.

Units must re-establish detailed progress of each project weekly until the end of 2026, clearly identifying the remaining volume, scope of site clearance, remaining entangled area, funding needs and site clearance capital sources.

At the same time, it is necessary to clarify the procedures for adjusting the project, construction progress, acceptance, payment and assign specific tasks to each responsible official, civil servant, and public employee.
