On September 29, Mr. Le Hong Vinh - Chairman of Nghe An Provincial People's Committee directly visited Lam Thanh commune to inspect the actual damage situation and direct the work to overcome the consequences of storm No. 10 (storm Bualoi).
As a riverbank area, with open terrain and often located on the backpacking path of storms, Lam Thanh commune recorded very serious damage. All 7 hamlets outside the dike such as Phu Xuan, Chau Nhan 7, 8, 9, Hung Loi 1, 2, 5... with about 1,500 households and more than 5,000 people have been completely isolated by rising flood waters. Many areas are deeply flooded and isolated, and cannot be reached by regular means of transport.
Initial statistical damage shows that 13/13 schools in the area had their roofs blown off, walls collapsed, teaching equipment damaged, and teaching was completely interrupted.

Up to 3,900 households had their roofs blown off, of which more than 150 households had their yards, kitchens, and livestock cages blown off. The headquarters of the Commune People's Committee, the Commune Police and the Commune Party Committee were all severely damaged, from the office to the restroom, signs, and offices.
Essential infrastructure was also severely damaged: 3/5 health stations had their roofs blown off and fences collapsed; 50 medium and low voltage power poles collapsed; the whole commune lost power and internet waves since the evening of September 28. The entire loudspeaker system was damaged: 35 commune loudspeaker clusters were broken, the loudspeaker system of 34 hamlets was no longer operating.
Trees along the roads fell in large numbers, damaging the slopes and obstructing traffic. About 50 hectares of crops were flooded and damaged; 6 hectares of freshwater fish and 50 hectares of traditional fish ponds were flooded. Because many hamlets are still isolated, the statistical work on livestock damage cannot be fully carried out.
