After a period of implementation, the two-level local government model in the province has shown positive changes, gradually promoting efficiency in organization and operation. The domestic agencies of the People's Council, specialized agencies, and public service units under the People's Committees at the commune level have been promptly strengthened, creating a foundation for the new administrative apparatus to operate stably and in order.
The highlight is the spirit of "close to the people, close to the people, serving the people" clearly demonstrated in the practical management of the commune-level government. Decentralization, delegation of authority and division of authority between levels have been carried out synchronously, contributing to improving the effectiveness of management, operation and handling administrative procedures right at the grassroots level.
The Public Administration Service Centers at the commune and ward levels are focused on investing in facilities, equipment, and human resources; ensuring smooth, uninterrupted operations in the process of model conversion. A large number of administrative procedure records have been received and processed at the commune level, most of which are submitted online - reflecting the rapid adaptation of the new administrative system to the actual needs of the people.
Even complex areas such as land - with large workloads and high professional requirements - are also deployed to receive documents at the commune level. Although there is still a certain percentage in the process of being handled according to the process, the proactive " brings" of public services to the people clearly shows the efforts for administrative reform.
At the conferences reviewing the implementation work, leaders of departments, branches and localities highly appreciated the proactive and responsible spirit of commune-level authorities, and frankly pointed out the difficulties and inadequacies.
The lack of deeply specialized human resources in areas such as health, education, technology, natural resources - environment; or delays in issuing specific instructions for newly arising tasks are problems that need to be resolved. In addition, there are no detailed regulations on policies for part-time workers, which also significantly affects the operation of the apparatus at the grassroots level.
The leaders of the People's Committee of Hung Yen province acknowledged the efforts of localities, and at the same time requested to continue reviewing and proactively overcoming limitations according to their authority. Cadres, civil servants and public employees need to be cared for, encouraged, and facilitated to complete their tasks well; the coordination between professional departments and the Public Administration Service Center at the commune level must be more closely and effectively. Public asset management, archiving, and digital records are also emphasized as key tasks in the coming time.
