According to statistics from the Social Insurance (SI) of XXXII region (2 provinces, Ca Mau and Bac Lieu), there are more than 40,000 individual business households that are required to participate in social insurance.
Mr. Le Hung Cuong - Deputy Director of Social Insurance Area XXII - said: Including individual business owners in the compulsory social insurance participation category is an important step forward, but also poses many challenges. To effectively implement, we have developed a detailed plan, closely coordinating with the tax sector and local authorities at the commune level to review and identify the correct group of subjects.
According to initial review data, the whole area has about 11,505 households that will be eligible to participate as soon as the law takes effect. Among them, many people have now joined social insurance, are retired cadres, or are both homeowners and workers at agencies and enterprises.

To be proactive, Area XXII Social Insurance has directed employees and agents to propagate to business owners to clearly understand their rights and obligations when participating in social insurance.
A grocery store owner in Ca Mau city shared: "I have participated in voluntary social insurance for several years. Now switching to compulsory social insurance according to regulations is also favorable. However, the people who help me are not present often, so calling for them to participate in social insurance is very difficult".
Sharing the same view, a business owner of a beverage business (cofficer shop) in Ward 1, Bac Lieu City shared: "I have bought voluntary social insurance for many years, so I understand the benefits of participating in social insurance very well. But my staff are mostly students, so it is difficult to convince them to participate in social insurance".
A restaurant owner in Ward 3, Bac Lieu City said that he used workers as family members, some of whom had participated in social insurance elsewhere, but now it is difficult to participate again.
Given the above realities, Mr. Le Hung Cuong - Deputy Director of Social Insurance of XXXII region - said that Social Insurance has been closely coordinating with authorities at all levels, mass organizations such as the Fatherland Front, Farmers' Association, Women's Union... to increase mobilization, dialogue, support people to understand and voluntarily participate in social insurance.
Social Insurance commits to making the highest efforts so that the policy can be effectively implemented, contributing to ensuring legitimate rights for employees, as well as implementing the goal of building a sustainable social security system in the locality.
The expansion of compulsory social insurance to individual business households is a big policy, showing the strong determination of the State in building a fair and sustainable society. In order for the policy to go into practice, in addition to the efforts of the social insurance industry, it is necessary to accompany the authorities, the participation of both the political system and the support from the people.
