Supporting thousands of meritorious people to return to their homes
The policy of supporting housing for people with revolutionary contributions and relatives of martyrs is a major policy that the Party and the State have paid attention to, prioritized and directed the implementation of, throughout the past. Closely following the policies of the Party and State, Hai Phong City pays special attention and effectively implements social security policies for people with meritorious services with housing difficulties. The application of this support mechanism and policy contributes to the goal of eliminating damaged and dangerously degraded houses in the city to ensure social security and improve people's lives. Resolution 32/2018/NQ-HDND dated December 10, 2018 and Resolution No. 08/2022/NQ-HDND dated July 20, 2022 of the City People's Council contributed to the implementation of the policy of caring for the lives of meritorious people according to the Resolution of the 16th National Party Congress of the City Party Committee.
According to statistics up to December 2023, 10,601 meritorious households have received housing support according to the above 2 resolutions, the total support cost is more than 381 billion VND. In 2024, the city will continue to approve and support 732 households with policies for meritorious people facing housing difficulties. Of which, 429 houses were approved for support for new construction, 303 houses were supported for repair with a total cost of more than 40.8 billion VND.
However, through a review of reality, the housing of some households with meritorious services to the revolution and relatives of martyrs in the city is still particularly difficult and needs support in 2025. According to the report of the People's Committee at the district level, 311 households with damaged and degraded houses need support; of which 202 households have newly built and 109 households have repaired.
Mobilizing capital sources to increase support levels
According to the Project to support the construction of new or renovation and repair of houses for people with revolutionary contributions and relatives of martyrs in the area, Hai Phong aims to support 100% of households of meritorious people and relatives of martyrs eligible for housing support according to Decision No. 21/2024/QD-TTg to be able to build new and repair houses to ensure the requirements of housing area and 3 hard criteria (hard foundation, hard frame - wall, hard roof) after applying support mechanisms and policies.
Housing support for meritorious people must be public, transparent, avoid loss, allocate support resources fairly and reasonably; implemented according to the motto of the State supporting and encouraging the community to help, households participating in contributing to build houses to ensure standards, quality and in accordance with the specific conditions of each household. At the same time, combine and integrate with other investment and support programs of the Central and local governments to promote policy effectiveness. Housing support funds for people with revolutionary contributions are strictly managed, used for the right purposes, to the right subjects, to the right policies and ensure timely payment to the subjects, to be completed before December 31, 2025.
The total cost of implementing the Project is more than 23.2 billion VND to build new and repair 311 houses for people with meritorious services. The cash support level is 60 million VND/household for newly built households and 30 million VND/household for repaired households. Cash support for households to buy materials: newly built houses supported with 30 million VND for households, repaired 15 million VND/household. The implementation budget is supported by the central budget and the local budget supports matching. In addition to support capital from the state budget, depending on actual conditions, localities can mobilize other legal capital sources and contributions from supported households to increase the support level.
The city assigned the Department of Construction to preside over and coordinate with the Department of Home Affairs and relevant departments, branches and sectors to organize the implementation of housing support policies for meritorious people; guide, urge, inspect and supervise the implementation of the project, ensuring the achievement of the set goals and effectiveness.
