Implementing the Politburo's policy on organizing local government at 2 levels and arranging administrative units at all levels, Hai Phong City will arrange 167 commune-level administrative units to establish 50 grassroots units (including 24 wards, 24 communes and 2 special zones).
Secretary of the City Party Committee Le Tien Chau emphasized that the Standing Committee of the City Party Committee determined that this is an extremely heavy, difficult and challenging task; but at the same time, it is a golden opportunity to restructure and improve the quality of the city's staff.
Based on the Central Government's leadership and direction documents, the Standing Committee of the City Party Committee recently agreed on the policy of assigning 150 cadres to key leadership positions (P Party Committee Secretary, Deputy Party Committee Secretary, Chairman of the People's Council, Chairman of the People's Committee) of new communes, wards and special zones.
This personnel plan is based on the standards and conditions for the title of cadres; practical requirements for the political system at the commune level in the current period; considering and calculating many factors; impartiality, objectivity, democracy, ensuring criteria, standards, correct procedures, correct regulations; nowalking, no allowing personal interests to dominate the implementation process.
The Standing Committee of the City Party Committee agreed on the policy of assigning personnel this time as a starting point to shape a new apparatus according to the 2-level local government model. During the operation of the new apparatus after the arrangement, the Standing Committee of the City Party Committee will review and evaluate each position, if suitable, continue to promote, if not suitable, continue to adjust.
In the new context, the model of local government at both levels and the commune level plays a particularly important role, serving as a bridge between the city and the people. At the same time, comprehensively implement tasks directly related to people and businesses, with a large workload.
The role, responsibility, and capacity of commune-level leaders need to be promoted and will certainly be clearly revealed in the coming time, through specific products and work results of each locality. The Secretary of the City Party Committee suggested that cadres expected to be assigned new tasks, assigned to new areas and fields, and strengthened from the city to the grassroots level need to build a Standing Committee, a Standing Committee of the Party Committee of the commune and ward to be united and highly unanimous on the basis of the principle of democratic centralism and local development goals. The staff quickly learned, became acquainted and adapted to the new working environment; continued to innovate their thinking and approach to work.
From now until the end of the operation of district-level administrative units and local government organizations at both levels, there will not be many more, the Secretary of the City Party Committee suggested that local leaders focus highly on completing assigned tasks; doing a good job of cadres, politics, ideology, promptly resolving the regime and policies for cadres, civil servants, public employees, and workers on leave. In addition, strictly implement the review, statistics, handover of assets and documents; arrange necessary conditions, facilities, equipment, and means to organize the apparatus to operate immediately, ensuring smoothness and synchronization.
