On January 17, according to Lao Dong, the Department of Finance of Hoa Binh province has just submitted to the Provincial People's Committee a proposal to transfer the house and land at 7 An Duong Vuong Street, Phuong Lam Ward, Hoa Binh City, to Hoa Binh Newspaper and the Provincial Literature and Arts Association for management and use. This is a house and land that was once owned by the former State Bank and is currently not being used effectively.
According to the report of the Department of Finance of Hoa Binh province, the land at 7 An Duong Vuong has a total area of 2,265m2, with the land use right value recorded at 111 billion VND. The attached assets include three main constructions, with a total original price of 26.39 billion VND, but due to long-term use, the remaining value of these assets is determined to be 0.
Hoa Binh Newspaper will be assigned to manage the 4-storey office building with a construction floor area of 1,992m2, along with 7 other assets such as lightning protection systems, generators and protective fences. The Literature and Arts Association will receive a 3-storey accommodation building with an area of 1,066m2. The 3-storey garage with an area of 371m2 will be temporarily assigned to Hoa Binh Newspaper to manage until a specific plan for its use is available.
The Department of Finance emphasized that the transfer helps increase the efficiency of state assets use, while meeting the needs of the Hoa Binh Newspaper and the Literature and Arts Association. This is also part of the plan to arrange and handle public assets and real estate in accordance with the province's development plan.
According to the proposal, within 30 days from the date of the provincial People's Committee's decision, the State Bank of Hoa Binh province will coordinate with Hoa Binh Newspaper and the Literature and Arts Association to hand over the assets. The relevant parties will draw up a handover record, register ownership and declare the assets according to regulations.
Hoa Binh Newspaper and the Literature and Arts Association are responsible for managing assigned assets, accounting for and periodically reporting on the use of public assets. This is to ensure transparency and efficiency in exploiting and promoting the value of assets.
On the same day, speaking with Lao Dong, Vice Chairman of the People's Committee of Hoa Binh Province, Quach Tat Liem, said that the People's Committee of the province has established a council to appraise the submission and proposal of the Department of Finance. It is expected that in the next few days, the process of handing over assets to the two above-mentioned units will be completed.

The glass windows were covered with dust, many window frames were damaged, peeling paint. The space around the headquarters exuded a desolate, cold look.
In front of the building, the yard and walkways are overrun with weeds, bushes and vines growing uncontrollably.The outdoor lighting system is old, some bulbs are broken or rusted.
The iron sliding door system on the ground floor is rusted, many doors are warped, no longer able to open or close.Wall panels are peeling, revealing long cracks, signs of serious deterioration.
