In order to ensure that drivers have sufficient legal knowledge, vehicle control skills and sense of responsibility when participating in traffic, in the past time, the Traffic Police Department (CSGT) of the Ministry of Public Security has directed to improve the quality of testing.
Building a transparent and fair testing environment requires each student to have real knowledge and skills.
In which, according to the Traffic Police Department, increasing the difficulty for the road test part and projecting clips about the consequences of traffic accidents for students before entering the exam parts has contributed to raising the awareness and responsibility of learners when driving vehicles.
Statistics from the Traffic Police Department announced on June 16 show that before March 1, 2025, the rate of passing the car driving test for the theory part was 83%, simulation 67% and highway 99%. From March 1, 2025 (when the Ministry of Public Security received the driving test work) to June 15, 2026, the overall rate of passing for cars is 53% and for motorbikes is 66%.
In which, the rate of winning each test section for cars includes: theory 78%, graphics 68%, highway 86%; for motorcycles, the rate of winning the theory test section is 76% and graphics is 89%.

Notably, since increasing requirements for the road test and traffic accident clip presentation (from April 10, 2026 to June 15, 2026), the rate of achieving the road test for cars has decreased to 69%, while in the same period last year it was 96%.
The rate of achieving the theory test for automobiles reached 76%, down 1%; simulation reached 67%, up 2%. For motorcycles, the rate of achieving the theory test reached 74%, down 8%; simulation reached 87%, down 3% compared to the same period.
Currently, the Traffic Police Department is advising the Minister of Public Security to abolish the simulation test, adjust the theory test in the direction of adding questions, focusing on traffic rules, ethics and traffic culture from July 1, 2026.
The road test section is expected from March 1, 2027 to add situations related to traffic rules and common violations, in order to end the situation of "teaching tricks, testing tricks".
