According to the first quarter report of the Public Administration Center of Quang Nam Province, the total number of provincial dossiers received was 14,785, the timely settlement rate reached 99.86%, of which more than 87% were handled online. However, the situation at the district level is worrying when the rate on time is only 91.74% out of 42,300 records. In particular, the land registration branches are hot spots with more than 2,200 documents late - accounting for nearly 10%.
In March 2025 alone, 541 land records were overdue - accounting for nearly 59% of the total number of overdue records at the district level. Some localities with an on-time file settlement rate of less than 95% include: Hoi An (84.41%), Nui Thanh (90.16%), Dien Ban (90.64%), Tam Ky (93.61%)...
Faced with the above situation, Chairman of the People's Committee of Quang Nam province Le Van Dung has requested localities with a file settlement rate of less than 95% to urgently review, review, clarify the responsibilities of each department, department and each related cadre and civil servant; have appropriate handling for violations.
Mr. Le Van Dung emphasized: The lack of clearly defining responsibilities leads to delays in records, directly affecting the results of administrative reform. Localities must seriously rectify to prevent this situation from recurring".
The Provincial People's Committee directed the Department of Natural Resources and Environment to rectify the operations of the branches of the Land Registration Office, handle records according to procedures, respond promptly and send apology letters if delayed, and at the same time increase accountability.
Promoting digitalization and transparency of procedures
One of the main reasons for the delay in records is slow operation on the electronic system, or unsynchronization of paper records and digital records. By the end of March 2025, 18 communes had only merged less than 20 dossiers into the province's public service system.
The People's Committee of Quang Nam province requires authorities at all levels to regularly update and synchronize data on the Administrative Procedure Information System. At the same time, the Department of Science and Technology was assigned to preside over upgrading the system, implementing a proactive public administration model - a breakthrough in administrative reform and digital transformation.

"The system will proactively launch services based on important events such as birth, admission, license renewal, etc. People do not need to come and submit documents directly as before" - Mr. Son said.
Some outstanding proactive public services have been planned to be piloted in Tam Ky City in the second quarter of 2025, such as: Proactive registration of birth (When a child is born at the hospital, the system will automatically receive information, create documents and send birth certificates to parents); Proactive admission notification (Before the first and sixth grades, the system determines students of age, sends information about the school and the time of admission procedures to parents)...
Mr. Nguyen Duc Binh - Director of the Department of Science and Technology - said that the proactive public administrative model will change the state management thinking but the biggest difficulty is currently lacking in full data, the technological infrastructure is not synchronized and the lack of legal corridor allows pilot. In order to overcome, the province needs to build a local data warehouse connected to the national database, and at the same time promulgate legal regulations to promptly support the implementation.
In the long term, Quang Nam aims to build a modern administration, taking people as the center, applying new technologies such as AI, IoT and Big Data to improve management efficiency. The successful pilot of the proactive public administration model in Tam Ky will be an important foundation for replicating the whole province, contributing to building a digital government, improving competitiveness and the quality of service to the people.
