According to the Ho Chi Minh City People's Committee, the Ring Road 4 project through the city is about 20.5 km long, passing through Cu Chi and Nha Be districts.
In Cu Chi district, it is expected to reclaim more than 173.6 hectares of land, affecting 1,235 households.
In Nha Be district, the reclaimed area is 32.86 hectares, involving 27 households.
The preliminary cost of compensation, support and resettlement for these two localities is about VND 8,218 billion, of which Cu Chi is more than VND 6,691 billion and Nha Be is more than VND 1,527 billion.
Ho Chi Minh City Ring Road 4 is a strategic traffic route about 207 km long, passing through 5 provinces, including Ho Chi Minh City (20.5 km), Binh Duong (47.95 km), Dong Nai (46.08 km), Ba Ria - Vung Tau (18.23 km) and Long An (74.5 km).

The 48 km section through Binh Duong will be implemented independently by this locality. The remaining 160 km will be studied and combined into a comprehensive project to submit to the National Assembly for approval of the investment policy in May 2025, with a total estimated investment capital of more than VND 120,000 billion.
The Ho Chi Minh City People's Committee said that after the National Assembly approves the investment policy, localities with the route will simultaneously implement compensation, support and resettlement.
This process must comply with legal regulations, be public and transparent, while prioritizing stabilizing life, creating livelihoods, vocational training and having a reasonable compensation plan for affected people to achieve high consensus.
Ho Chi Minh City People's Committee has assigned the Department of Construction to consider the proposal of the People's Committee of Nha Be District on the use of part of the resettlement fund left to serve the resettlement for the Ring 4 project in the district.
At the same time, the People's Committee of Cu Chi district is required to urgently prepare a report proposing an investment policy to build resettlement areas to serve the Ring Road 4 project.
The Ho Chi Minh City People's Council recently agreed on the policy of investing in the Ho Chi Minh City Ring route, and at the same time committed to balance nearly VND 12,000 billion from the city budget to participate in the project. This will be an important basis to complete the dossier to submit to the National Assembly for consideration and decision on investment policy.
The State Evaluation Council also approved the report on the results of the pre -feasibility study report of the Ring Project 4. The Council also proposed the Government to review and approve this report at the proposal of the People's Committee of Ho Chi Minh City, in order to ensure the progress of submitting to the National Assembly for decision on investment policy in the next May meeting.
The Ho Chi Minh City People's Committee is receiving comments from the council and members of the Government, and coordinating with the Ministry of Construction to complete the Government's submission to the National Assembly.
The Ho Chi Minh City Ring Road 4 project is expected to start construction in 2026 and be completed after three years, becoming the largest traffic project ever in the Southern region.
When put into operation, the route will serve as a strategic traffic axis, connecting the network of highways, national highways, seaports, airports, etc., thereby promoting the socio-economic development of the entire key economic region in the South.
