On September 23, news from the Department of Culture and Sports of Hue City, the City People's Committee is collecting opinions from agencies, organizations and individuals on the draft decision to issue regulations on speaking and providing information to the press through the city's speaking network system.
The draft was developed by the Department of Culture and Sports of Hue City and has been posted on the City's Electronic Information Portal for comments.
The subjects of application include: Professional agencies, public service units under the People's Committee of Hue City and People's Committees at the commune level; central agencies located in the area; press agencies, representative offices, permanent reporters and reporters registered to operate in Hue City.
According to the draft, the speakers network is an interactive application on the web and smartphone, integrated with the City Portal and the Hue-S application. The system allows reporters to send questions, make requests for statements and receive direct feedback from administrative agencies. The response period is clearly regulated.
A noteworthy point is that press agencies are evaluated for the quality of state agency feedback according to 3 levels: Dissatisfaction - Acceptance - dissatisfaction. Reporters can respond and ask questions again if they find the information incomplete. The information agency is responsible for supplementing and clarifying.
Response period: Maximum 3 working days for initial information; 7 days for important events; 14 days for complex incidents. If more time is needed, the agency must notify the specific expected time to respond.
The system also stores and secures the entire exchange process to serve authentication when needed. The Hue City Smart Urban Monitoring and Operation Center operates the technical part; the Department of Culture and Sports manages the content, supervises and trains speakers.
For the press, the regulation requires honest, objective and complete posting of speaking information. In case of wrong posting, the press agency must post a response in accordance with the Press Law.
The head of the unit is responsible for any delays, lack of cooperation or failure to handle information reported by the press. Collectives and individuals who do well will be commended at press conferences and monthly press conferences.
The regulation aims to standardize speaking activities, increase publicity and transparency and is a step in the roadmap to build a modern e-government of Hue City.
